  3. Role of Stage III reviews • Stage I formal compliance checking • Timeliness, completeness and formats • Stage II flag potential problems • Stage III make assessments • Recommendations to the Party • Recommendations to the Convention

Role of Stage III reviews (2) • Compliance assessed by the Implementation Commitee (IC) • Timeliness of submissions and emission levels • Non-technical mostly legal experts • It is proposed that the IC will receive information about data quality • They may wish to consider data quality in its work

  5. Role of Stage III reviews (3) • TFEIP may submit a message to the IC on data quality of individual Parties • Brief and non-technical • Directly relevant to the work of the IC • Underestimations • Recalculations • Only applicable for pollutants under a signed protocol • Relation to bilateral consultations

  6. Communication • Reports to the IC need to go via TFEIP • Would TFEIP wish to address this in plenary or establish a sub-group with a particular mandate • ERT reports • Assessed by expert panel on review or a new task group? • Report to EMEP SB and IC • IC may suggest Parties for review • EB endorsement
