  2. Field Monitors and the Project Task Team Field Monitors are not responsible for the implementation of the WSTF-funded project(s). The main tasks and responsibilities of the Field Monitors can be summed up as follows: • Build capacity at WSP level • Become a member of- and provide support to the Project Task Team • Provide advice to the WSP (staff directly involved in the project and WSP management • Facilitate the various project (related) activities • Ensure transparency and accountability during procurement (of Contractors by WSPs)

Field Monitors and the Project Task Team Main tasks and responsibilities of the Field Monitors: • Monitor- and report progress to the WSTF • Report any problems and irregularities to the WSTF and to WSP management • Propose measures, procedures, tools, and actions (etc.) that can contribute to the improvement of the quality of the projects and the procedures and Toolkit developed by the WSTF

  4. Field Monitors and the Project Task Team Main challenges (Lessons learned): • Making sure that the WSP remains actively involved in the project. The WSP should be in the lead! • The Task Team should frequently communicate with WSP management • Management should actively support the Task Team • In order to keep the task Team active and effective the FMs should also communicate with each other, coordinating their activities!

Field Monitors and the Project Task Team Working with a Task Team: Main challenges • The WSP should not regard the FMs as being spies or project implementers • FMs should be seen as support for the WSP provided by the WSTF • One of the reasons for the FM to participate in the Task Team is to be able to build capacity at WSP level • Also the Financial FM and Engineering FM should participate in the Task Team • Problems with availability of WSP staff and resources • Problems with allowances • Challenges faced during procurement of materials and services (e.g. lack of transparency and lengthy internal procurement procedures & practices)
