Renovating Industrial PolicyKenichi Ohno (VDF co-leader/GRIPS professor)kohno@vdf.org.vn kohno@grips.ac.jp • This paper, written for the Vietnam-Japan bilateral official conference in November 2004, summarizes Japanese experts’ opinion on how Vietnam’s industrial strategy should be improved and revised in the next Five-Year Plan 2006-2010. • Move from quantitative planning to strategic positioning in the context of global & regional production network. • Master plans must start with analysis of global trends & local capability; set realistic but ambitious goals, then decide concrete action plans. • Suggested leading industries are electronics, software, garment & footwear, food processing, and motorbike. Automobile industry is also discussed but not regarded as a leading industry. Candidates for leading industries are analyzed in terms of input and output structure
