What is ENAR? • European Network Against Racism • Founded in 1998 • Now 28 National Coordinations (27 EU members + 1 European Coordination) • Network of appx. 600 Organisations • Shadowreports since 2002 • Since 2004 European Shadowreport
ENAR Shadowreporting - Guidelines • represent a balance of „objective“ information • from a wide-variety of reliable and substantiated sources • subjective information based on experiences from the author’s involvement in civil society. • assess the country-specific situation from an NGO perspective
include information from • other NGOs and civil society organisations, • inter-governmental organisations, • governmental bodies at • national level, • European level (where relevant), • independent think tanks, • media.
use drafting of reports to engage all members of National Coordination • reports be discussed at meetings of the National Coordination. • lack of data on a specific topic is explicitly stated • present views on issues and topics based on experiences in civil society, in stakeholder consultation and participation. • peer review
