NSSD STRATEGIC OBJECTIVE • - generate awareness of the concept of sustainability among all segments of society • establish networks across and within the public and private sectors and • encourage accelerated domestic and foreign commercial investments Preparation of a National Strategy for Sustainable Development
Specific Objectives/Outputs • Awareness of sustainable development among the • stakeholders and the people of the RM increased. • Framework for sustainable development in the RM • as ground for acceleration of domestic and foreign • investments defined. Project Objective • Strengths of the RM to fully participate in the • process of globalisation identified. To lead a participatory process of developing a National Strategy for Sustainable Development, meeting the requirements of EU-accession for the Republic of Macedonia. • National Strategy for Sustainable Development in • compliance with EU-requirements elaborated. • Capacity for planning and management of • sustainable development among key stakeholders • strengthened. • Institutional setup and coordinating mechanisms • for implementation and maintenance of the process • of sustainable development established. PHASE ACTIVITIES • INCEPTION PHASE • Organise project set up and mobilse resources. • Start awareness raising. • Revise project and write Inception Report including work plan. • INTERIM PHASE • Training of the national experts for the methodologies of investigation (Swot, Roach, Stakeholder and Problem tree) • Preparation on the joint swot analysis into the 7 sector working groups and 4 cross cutting working groups. • PHASE I - ASSESSMENT AND ANALYSIS • Evaluate existing strategies and their relation to sustainable development. • Identify and fill information gaps. • Raise awareness. • Formation of a National Council for Sustainable Development Preparation of a National Strategy for Sustainable Development
PHASE II - SECTOR STRATEGY PLANNING • Fill gaps in existing strategies and policies. • Review and amend sector strategies within the agriculture, energy, • forestry, industry, infrastructure and transport, SMEs and tourism sectors. • Training in sector planning and define indicators for monitoring of • sustainable development in the country. • PHASE III - NATIONAL CONSOLIDATION PHASE • Consolidation of sector plans within the national framework. • National and local seminars to introduce and discuss the National Strategy • for Sustainable Development. • Training of Focal Points in different organisations to ensure understanding • of the strategy troughout society. • Create linkages to other initiatives. PHASE OBJECTIVES • PHASE I - ASSESSMENT AND ANALYSIS • workshops/seminars: • Stakeholder workshop • SWOT Analysis Workshop • Participatory Approach Workshop • Analysis and Assessment Workshop 1:” Methodology and Structure“ • Analysis and Assessment Workshop 2: “Programming and Planning” • Eco-remediation Preparation of a National Strategy for Sustainable Development
ISSUES OF IMPORTANCE • PLANNING/INITIAL PHASE • GEF OFP to be informed/involved during the preparation of ToRs • When mobilising resources – use GEF experienced national experts • Include GEF priorities into awareness raising activities • INCEPTION/INTERIM PHASE • Fill in gaps during the process of revision of the project • Include GEF issues in the process of training of the national experts • Identify and fill information gaps • ASSESSMENT AND ANALYSIS • Consider GEF priorities when evaluate existing strategies • Recognise their relation to SD in national context • Integrate GEF strategic approach during the preparation on the joint analysis • Raise awareness on GEF priorities – learn to recognize them • Include national GEF representatives in National Council for SD
SECTOR STRATEGY PLANNING PHASE • When filling gaps in existing strategies and policies relate them with GEF priorities • When review and amend sector strategies, recognize cross cutting issues and strengthen synergies among different sectorial studies • Define indicators for monitoring the developments/changes • NATIONAL CONSOLIDATION PHASE • When introducing and discussing NSSD always explain GEF relations and possible outcomes • When train Focal Points in different organisations to ensure understanding of the strategy throughout society include training on GEF issues/principle/priorities • During consolidation of sector plans insist on environmental issues • Create linkages to other initiatives and identify related resources Preparation of a National Strategy for Sustainable Development
