Background • The Norwegian Ministry of Foreign Affairs asked Statistics Norway to consider working in the region. • SN was interested and decided to participate at a regional conference to get in contact with NSOs that could be interested in a cooperation • Kazakhstan and Kyrgyzstan both showed interest, and missions to the two NSOs took place in 2005 • Cooperation started in 2006
Statistics Norway development cooperation strategy • Statistics Norway works closely with a few sister statistical offices • Ideally involves the whole organisation on both sides • Which countries we work with depends on funding possibilities and country support • Have no particular interest in the data other than promoting national statistical offices and their data • Development strategy dependent on NSOs needs and wishes and therefore different from country to country
Cooperation with Kazakhstan • Focus mainly on • National accounts • Macroeconomic modelling • Registers • IT and questionnaires • Presently a small project • Partly funded by Kazakhstan itself
Cooperation with Kyrgyzstan • Started with focus on IT infrastructure, education statistics and register development • Has grown bigger over the years and does now consist of two separately funded projects: • Statistical cooperation • Building a coordinating register for legal units • The statistical cooperation focuses on development of electronic solutions for data collection, data analysis and organisation and HR. • The register is a cooperation between several public Kyrgyz and Norwegian agencies and aims at building a coordinating register for all legal units.
Funded by MFA • All funds for SNs activities in Central Asia are presently funded by the Norwegian MFA • We hope to expand to new countries in the region, but must compete with others as funds are allocated from a central pot • We have received relatively positive signals for Tajikistan and Mongolia however.
Experience so far (mainly based on Kyrgyz cooperation) • Engaged and knowledgeable staff • Little resources • Turnover • Difficult transition from old to new systems • To little focus on the organisation and whole picture, streamlining and ease of processes • Obstacles in cooperation and interchange of data among public agencies
Way forward • An even more holistic approach • More focus on cooperation within and among agencies. • Streamline processes across divisions and departments • Increase trust among agencies • Improve human resource management • Work on visibility in public space
