WHY AID? • We live in a fragile and divided world • 800 million people go to bed hungry each night. • 1.6 billion without access to electricity • 2.4 billion without access to proper sanitation • Aid can help people to lift themselves out of poverty. • Europe has a key role • 60% European citizens believe that the EC helps poor people in developing countries – a goal that 90% recognize as important. (Eurobarometer Survey 2004)

CURRENTLY: • This year, the EU has committed more funds to aid • Europe has made real progress on aid – recently committing 10 bn Euros extra. • But how is that money spent? • too much aid is driven by geopolitical and commercial objectives • Mozambique 67% of energy consumed by a single smelter that employs 100 people

  4. WHAT EUROPE CAN DO • The EU can make a real difference • promoting real smart aid by focusing on support to pro-poor initiatives • 5% of European Aid goes to energy despite its catalytic role in development • Aid must focus directly and immediately on the urgent needs of poor people • Small scale poverty focused interventions

  5. WAY FORWARD • conditionality must be replaced by mutually agreed obligations • secrecy replaced by transparency • ‘consultation’ by true ‘participation’

  6. CONCLUSIONS • More but smarter aid • Support small scale poverty focused interventions • Genuinely involve Non State Actors – EU Energy Initiative
