Strasbourg 31/07/07 16/10/08 Strasbourg 05/06/07 FORUM ON THE FUTUR OF DEMOCARCY Madrid 17th of October 2008 Antonella Valmorbida Director ALDA
The process of setting up the LDA…. • 1. to identify the potential partners of the LDA, cities and NGOs • 2. identify a host city • 3. To identify the project with the partners • 4. Prepare the memorandum and agree on the memorandum • 5. Create the condition for a long lasting experience Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
Partnership Each Local Democracy Agency is based on an agreement, which defines the concrete commitment of the partners (NGOs, local and regional authorities). The LDA is a process where programs are developed to reach the objectives Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
Methodology • multilateral decentralized cooperation • Local authorities cooperation • Participation of NGOs • Council of Europe support • Exchange of best practices and expertise • Development of joint projects • Reciprocity Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
The network of LDAs: Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
Experiences in E-democarcy in the network: -> New technologies in consultation and participation have been implemented in Subotica (Serbia) with the support of the City of Monfalcone in the context of the programme EXCHANGE of the EC. -> New technologies are also the context of one of the pillar of the decentralised cooperation programme between Basse Normandie (France) and Macedonia. The data highlighted that Macedonia adopted new instruments and in some aspects is far ahead of the French Region. -> Other experiences have been highlighted by LDAs and ALDA experience and proved that IT and E consultation could be a good measures to accelerate the delays of institutions and bureaucracies in transitional countries Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
Experiences in E-democarcy in the network: Other examples : -> city of Verteneglio : website to access the information and data, bilingual -> Smc - Training institute of Kaunas Lithuania : appropriate legislative environment and technologies but lack of administrative resources, culture and competences. Possible e-voting in the future but with low impact because no change occurred from the cultural point of view Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
Conclusions : -> there is relevant progress in terms of E-communication from public authorities to citizens in the area where ALDA works -> there is a relevant technological and cultural gap to use these instruments -> E - democracy makes some progress in Eastern Europe but must accompanied by administrative issues (registration of citizens) and data basis -> it could help in participating (bilingual, accessibility from difficult places) -> process accompanied by support legislative, technical and cultural Strasbourg 31/07/07 02/09/2014 Strasbourg 05/06/07
