    3. 3 New State & Local Gov’t accounts are now created by Delegated Administrators (DA’s), not through self-registration. Screens more context-aware – Users & DA’s see what they are authorized to use. Any combination of 3 wrong password attempts or challenge question responses will lock an account. Access to applications is assigned via roles and not by group membership. Users are granted access to applications via role assignments. Account transfer (agency-to-agency) will be enabled for state employees. Migrated users, when their password expires, must re-select & re-answer new Challenge Questions. The revised menu of Challenge Questions better facilitates unique responses. Model 1 or SSO Proxy service will no longer receive a “continue” button after NCID authentication. Users are automatically directed to the application upon successful login.
