MCM 1 – Public Education • ~6,445,000 “contacts” • 98.7% of all contacts were from media (e.g., radio, TV, print media, websites) • The non-ALBB/non-media contacts (~81,700) were from: 30 displays, 25 e-mail notices, 1 direct mailing, 63 presentations, 6 staff training sessions, 1 bill insert, 13 planning meetings, & 14,700 handouts • Development of outdoor signage for storm water BMPs at CMWESC
MCM 2 – Public Participation • Public meeting on 2009 annual report • Promotion of volunteer opportunities: • MPCA Citizen Stream and Lake Monitoring Programs • Adopt-a-Highway and Adopt-a-Park volunteers • Citizen complaint intake: ~400 calls (highest #, 35, about individual lot grading & drainage concerns • 17 public participation events
MCM 2 – Public Participation • Major Partner Highlights • 3,334 registered volunteers in 242 groups collected 19,510 pounds of litter from 5,400 acres as part of A Litter Bit Better! • Six more Realize Raingardens Rochester demonstration raingardens were installed • As part of RNeighborWoods, 1161 trees were planted by 778 volunteers and 55 new citizen foresters were trained in the spring training
MCM 2 – Public Participation • Major Partner Highlights • SOS student volunteers maintained the Ridgeview Manor Park raingarden, planted a raingarden in the Ridgeview Manor drainage way, marked 103 storm drains, and distributed 185 door hangers. • Two other volunteer groups marked 61 storm drains • Community Work Service: 14 hrs & 150 lbs
MCM 3 – Illicit Discharges • Ongoing storm sewer system map updates • WQPP elimination of aging septic systems (17 connections to City sanitary sewer) • 12 illicit discharge & 3 dumping calls/responses • 246 dry weather inspections of 1,224 City-owned outfalls (20%) • No cross-connections of sanitary sewers to storm sewers reported by City staff
MCM 3 – Illicit Discharges • 313 hazardous spill responses by RFD • 5 sanitary sewer overflow responses, 0 gallons discharged to water • Televised ~129,872 ft of sanitary sewer • Televised ~4,332 ft of storm sewer
MCM 4 – Construction Site SWM • City inspectors conducted 39 ESC inspections at 28 subdivisions and site development plan sites • City inspectors conducted 900 ESC inspections at 197 active individual residential lots • 376 inspections logged by contractors using PermiTrack for 21 sites • Processed 17 ESC enforcement actions (2 correction orders, 15 grading/ESC deficiency letters, 14 residential stop work warnings)
MCM 4 – Construction Site SWM • Approved 48 ESC plans as part of grading plan review/approval process for site plans and subdivisions and 32 individual lot grading plans • Responded to 3 ESC complaints • Implemented construction storm water permit requirements for 13 City projects (includes multi-year projects)
MCM 5 – Post-Construction SWM • 146 planning referrals made for all development types to review development impacts on storm water • 48 site plan and subdivision grading plans approved • 27 grading permits issued • 25 wetland applications reviewed and 0 wetland enforcement actions; 0 plats were in Decorah Edge areas
MCM 5 – Post-Construction SWM • RST installed a low-flow collection lift station and removed drain tile to reduce gylcol discharges • 32 individual single family residential lot grading plans approved • 899 individual lot grading inspections at 197 sites • 3 individual lot grading compliance letters sent

MCM 5 – Post-Construction SWM • Storm water conveyance system: • 2,192,361 ft (415.2 miles) of storm sewer in Rochester (all owners) • 31,811 associated storm sewer structures in Rochester (manholes, catch basins, blind ties, inlets, outlets and outfalls – all owners)
MCM 5 – Post-Construction SWM • Wellhead Protection Coordination by RPU • Conserve & Save bill insert, advertising, and rebates • Implement DNR-approved Water Supply Plan • Implement water conservation fee structure • Implement Wellhead Protection Plan • Joint bill insert (with RPW and RWRP)
MCM 6 – Good Housekeeping • Cleaned/repaired 54 outfalls (pipe re-setting/pinning, sediment/debris/brush removal, energy dissipation, revegetation) • Conducted “exposed stockpiles, storage and material handling area” inspections at 13 sites and 23 parking lots/open spaces • Completed audits of 38 City facilities • Cleaned 9 public structural pollution control devices (catch basins with sumps) • Swept 17,625 lane miles of streets
MCM 6 – Good Housekeeping • External visual inspection of 15,366 catch basin tops (100%) while street sweeping; more comprehensive (internal + external) inspections are done in targeted areas (construction projects, grind/mill/overlay areas and chip seal areas) • Cleaned 217 catch basin tops • Rebuilt 25 catch basins, tucked 110 catch basins, and 21 cleaned with VacAll
MCM 6 – Good Housekeeping • 201 work orders completed • 43 by street maintenance crew ($104,919) • 40 by sewer crew (not tallied) • 118 by mowing/minor repair contractor ($37,889) • Work orders completed for: • Storm sewers • Culverts, inlets/outlets, manholes • Ditches and drainage ways • Ponds • Brush, tree, weed clearing • 9 complex work orders deferred to 2012
Other Permit Elements • Boulevard Tree Ordinance – adopted in December 2010 • Ongoing reporting & record keeping • We are not relying solely on other entities to satisfy any of our permit requirements

Draft MS4 Permit V.2 Requirements • Ordinance updates (for MCMs 3, 4, & 5 – with volume control for new development & redevelopment) • ESC regulatory program: at least as stringent as MPCA’s construction storm water permit • Assessing BMP treatment capacity for nondegradation and TMDL accountability • More inspections and documentation: Standard Operating Procedures and Enforcement Response Procedures (3, 4 & 5) • Involvement by ALL employees
Response to Draft Permit – V.2 • Permit revised and put on public notice a 2nd time • Public information meeting on 6/21 • File formal comments as a permittee • Joint comments/Contested Case Hearing request from the Minnesota Cities Stormwater Coalition (MCSC)
Response to Draft Permit – V.2 • If CCH is denied, can appeal with the MN Court of Appeals within 30 days of MPCA Board adoption of the permit • MPCA and EPA are debating: Has Rochester changed from a small MS4 (<100,000) to a medium MS4 (>100,000) needing an individual permit? This may change mid-permit term.
