Sustainable local solutions for public transport Some facts Forum "The Single Market Act" - Workshop 2 Committee of the Regions 30 November 2010, Brussels • PT operators (UITP) have been involved - together with manufacturers (bus, rail, ITS…) - in EU R&D projects aiming at improving technical harmonisation of assets, operations and quality of PT services (LibeRTin, MODURBAN, URBAN TRACK, EBSF, IFM-Project). EU R&D Projects are successful when they associate a « critical mass » of end users (operators, manufacturers, authorities) • Local Competent Authorities responsible for PT services operated under PSR (Regulation (EC) 1370/2007) play a major role (at political and financial level) for quantitative and qualitative improvement of PT services • Most political decision makers agree that the development of local PT market is a necessity for insuring a sustainable and competitive development of cities and Europe as a whole in a global market • Local PT CAs often play avery active role fpr promoting innovative transport related solutions serving their local citizens, frequently as part of national or European research programs, e.g. for « clean vehicules » or ITS Yves Amsler

Sustainable local solutions for public transport Some problems… at local level Forum "The Single Market Act" - Workshop 2 Committee of the Regions 30 November 2010, Brussels The development of local public transport is suffering from the huge fragmentation of the PT market, and from the « navel-gazing » of Competent Authorities (CA) in charge of city land use and city transport: • Local PT CAs most oftenlimit their concern to very local stakes : it is a challenge to have different level of local authorities cooperating on a day-to-day life urban territory (e.g. France) • Local PT CAs can be interested in benchmarking, and sometimes in a cooperation with other authorities in their own country, but they are rarely supporting trans-European initiativesaiming at adopting common specifications Europewide and they do not encourage operators to develop (or even keep) the technical skill required to develop appropriate standards Yves Amsler

Sustainable local solutions for public transport Some problems… at EU level Until now, the EU support to the passenger transport sector has been given preferably to private car, the less sustainable urban transport mode. This EU policy makes the use of private car everyday more attractive, while a sustainable energy and transport policy should first aim at convincing all mobility stakeholders that - to the larger extent possible - people should leave their car at home Forum "The Single Market Act" - Workshop 2 Committee of the Regions 30 November 2010, Brussels Yves Amsler

Sustainable local solutions for public transport Other problems at EU level The internal market suffers from an unbalanced competition between passenger transport modes, favoring the use of private car: • Too limited internalisation of negative external effects of private car in dense areas (space consumption, congestion slowing down buses, accidents, environmental pollution, city sprawling…) • Insufficient encouragement from EU to allow earmarked taxations favoring PT development EU legislation creates a lot of bodies taking decisions at no cost for them which may harm the business case of other economic actors (rail and bus) EU institutions often do not know the reality at local level: they do not acknowledge the variety of the local situations and needs Forum "The Single Market Act" - Workshop 2 Committee of the Regions 30 November 2010, Brussels Yves Amsler

Sustainable local solutions for public transport Recommendations for the future • Earmarked taxation supporting PT development • EU incitative support for a cooperation at local level between urban transport authorities (and land use authorities) and for Ambitious target should be set up for PT:UITP «  PT x 2 » initiative • Stimulation of technical harmonisation of public transport systems: • Mandatory Technical Specifications for Interoperability only when interoperability is at stake (e.g. international rail services) • Standardisation in other cases, with local actors (operators, manufacturers, authorities) keeping the responsibility of the domains to be harmonised and of the content of standards • Driving principles for any action must be: subsidiarity, inter-institutional cooperation and voluntary use of standards Forum "The Single Market Act" - Workshop 2 Committee of the Regions 30 November 2010, Brussels Yves Amsler
