Background • CENTRIXS • Combined Enterprise Regional Information Exchange System • Purpose - Provide an enterprise network allowing the U.S., and coalition partner nations and their forces, in a seamless manner to securely share operational and intelligence information in support of combined planning, a unity of effort in operations, and decision making in multinational operations. • Deployed initially in response to COCOM requests for a network to support the Global War on Terror • Need for reliable, rapid exchange of perishable information • Increased use and visibility • Counter Narcotic operations • Anti-piracy operations • Humanitarian Assistance Disaster Relief (HADR) operations
CMFP • CMFP • Cooperative Maritime Forces Pacific • Community of Interest (COI) within the larger GCTF (Global Counter Terrorism Force) • Purpose – provide a multinational, coalition information sharing network within the PACOM area of responsibility • Currently 25+ member countries • Most of which are represented here today
Disclosure or Release • Disclosure is the action of making new information known • Showing a screen shot • Sharing a hard copy document, but retaining control of it • Release is the action or process of releasing or being released • Giving a hard copy message • Sending an email • Distributing information on disk
Releasability • Any and all information posted on the RP-14 website, sent in an email or discussed in a chat room MUST be releasable to ALL members of the coalition • This includes any private or point to point (whisper) sessions in chat • When in doubt do not post it! • Consult with your local Foreign Disclosure Officer (FDO) or equivalent for specific guidance • Remember - Email is forever!
Releasability • All messages and documents posted to the RP-14 website must have one the following classification and releasability statements attached: • UNCLASSIFIED • UNCLASSIFIED//FOUO/REL TO US, MEX, NOR, CMFP • CONFIDENTIAL//REL TO US, MEX, NOR, CMFP • SECRET//REL TO US, MEX, NOR, CMFP
Network Services • E-mail • Microsoft Outlook or Domino Webmail • username@shipname.navy.country.gctf-cmfp.cmil.mil • CAS - Collaboration At Sea • RIMPAC 14 website on CENTRIXS CMFP shall be the central repository for all non real-time information associated with exercise RIMPAC 2014, and shall be accessible by units authorized access to the CENTRIXS CMFP enclave • Lotus Domino™ allows information sharing in a collaborative, web-based environment • Critical information contained within • Repository for all exercise related data • OPTASKS, DIMS, ATO, briefs, message traffic etc…..
Network Services • Chat • Sametime Connect - application based • See the P-CHAT kneeboard for correct configuration • Use Sametime Connect to access Persistent Chat rooms • Launch Sametime and log in • FILE drop menu to TEAM SESSIONS • Access the appropriate chat room • CTRL click to access multiple room • DO NOT USE THE WEB APP OFF THE COWANHUB PORTAL PAGE
Network Services • Common Operational Picture • C2PC provides a dynamic, surface, subsurface, air and land picture • Connects to a gateway server ashore • Non-realtimepicture • See JICOs for the correct C2PC gateway you should be connecting to
Network Services • VOIP phones • Most but not all site have VOIP phones • Check the POC list on the RP-14 website for phone numbers
CAS Replication • Your local Domino server replicates with the master hub server which then replicates with other Domino servers, the master servers reside at PRNOC and other NOCs • Once replicated, a current copy of the RIMPAC 14 site will reside on the local Domino servers • Users may then locally access the information via their CENTRIXS-M workstation by pointing there web browser to the local Domino server • http://www/cowanhub.nsf - Local machine = GOOD • http://205.X.X.X/ cowanhub.nsf – PRNOC = BAD
CAS Replication • Benefits include: • Reduced bandwidth usage • Only changes are replicated (Not entire document) • Changes can be made locally without having to access a remote server • Users always have access to local data even during periods when off ship access is unavailable
CAS Replication • BLUF - if you have perishable information, use chat or email, then follow up on CAS applicable • NOC to NOC – • Every 15 minutes • Ship to NOC • Every 30 minutes • Up to 45 minutes to fully replicate across all sites, may be longer dependent on bandwidth availability • Domino server must be left on with off-ship communications established in order to receive the most current postings

IM/KM Business Rules • Microsoft Office files are saved and stored in CAS using Office 2003 (.doc, .xls, .ppt, etc.) ONLY; • NOT in Office 2007 (.docx, .xlsx, .pptx, etc.) • Working files that are posted to CAS shall be identified as draft or pre-decision until finalized • Files stored in CAS shall be 2Mb or smaller to allow timely and effective replication with all RIMPAC 2014 participants • Avoid using graphic images in files to help keep files small and manageable
IM/KM Business Rules • NXPLite shall be used to reduce the size PowerPoint files (.ppt) files before they are posted to CAS • Easy to install and use • Reduces PowerPoint files by up to 80% • NXPLite is located the CMFP CAS Tools menu
IM/KM Business Rules • Watch turnover– • As part of a standard operating procedure (SOP) for watch-stander turn-over • The watch-stander being relieved shall announce in all attended chat rooms that they are being relieved • The watch-stander relieving will announce in all attended chat rooms that they have the watch
