COLLECTION SYSTEM IMPROVEMENT ALTERNATIVES • Install New Gravity Collection System with New Service Laterals • Complete Cured-In-Place Relining of the Collection System with New Service Laterals • ‘Partial’ Improvements of Collection System
WASTEWATER TREATMENT PLANT IMPROVEMENT ALTERNATIVES • Improvement of Existing Waste Stabilization Lagoons • Construction of a New 0.170 MGD Mechanical Plant • Upgrade Waste Stabilization Lagoons to 0.327 MGD with Outfall to Millstone Creek • Upgrade Waste Stabilization Lagoons to 0.327 MGD with Outfall to Sand Creek • Construction of a New 0.327 MGD Mechanical Plant
Table 8 Present Worth Analysis
Proposed Project – Probable Project Costs • Probable Construction Cost • Complete cured-in-place relining of coll. system w/new service laterals $3,843,000 • Improvement of existing waste stabilization lagoons $812,000 • Total Probable Construction Cost $4,655,000 • Probable Non-Construction Cost • Grant Administrator $50,000 • Legal $35,000 • Bond Counsel $40,000 • Financial Advisor $50,000 • Administration $10,000 • Engineering $370,000 • Inspection $145,000 • Total Probable Non-Construction Cost $700,000 • Probable Project Cost $5,355,000 Probable Financing Alternative Total Project Cost: $5,355,000 DR2 Grant (includes admin and ER and labor standards) $1,047,350 RD Grant $2,404,650 RD Loan $1,902,000
Proposed Funding… Total Project Cost $5,355,000 IOCRA DR2 Grant $1,047,350 USDA Rural Dev. Grant $2,404,650 USDA Rural Dev. Loan $1,902,000
Current Funding Opportunities… Indiana Office of Community and Rural Affairs (IOCRA): Disaster Recovery 2: • Decatur County qualifies as a disaster county • Project must be vital to economic recovery of area • $50 million available state-wide to disaster declared counties • Service area is at a minimum 51% low-to-moderate income (Westport is 56.43%) • Without IOCRA Disaster Recovery grant funding, Westport would only be eligible for a $600,000 grant instead of a $1,047,350 grant. (Considerable rate impact to sewer customers)
Proposed Project Schedule (Approved by IDEM) DescriptionDate
SUB-TOTAL PROBABLE CONSTRUCTION COST $3,493,675.00 10% CONSTRUCTION CONTINGENCY $349,325.00 TOTAL PROBABLE CONSTRUCTION COST $3,843,000.00
Problem: Replacement of Service Laterals cannot be financed with government grant money due to individual “direct benefit”. Option 1: Under existing “terms of use” ordinance 1986-10, force homeowners to fix/update their service laterals at their own expense. Option 2: Determine which customers fall within “low to moderate income” category. Use government money to replace their service laterals and revert to Option 1 for everyone else. Option 3: Obtain outside financing (non-government) for fixing the service laterals and then at the end of the project USDA RD would buy-out/assume the loan at a lower interest rate for the town. Option 4: The Town assumes ownership of the service laterals and becomes responsible for upgrading, repairing, and maintaining them. This makes them fall perfectly into the project scope and eligible for all government grants/loans.
Steps to implement Option 4 - • Town to pass an ordinance assuming ownership of the pipe in the ground for all customer’s sewer laterals. • Will happen in Council Meeting at 7 PM. • Hold a public hearing on the sewer update project that discusses project details and shows the government funding. • What we’re doing right now. • Send URA Brochure and notification of project to all sewer customers via certified mail. • What most of you have already received. • Obtain easements from all customers that gives the town the right to update and/or repair their sewer laterals. • Available in the back for your signature tonight. • After government funds are allocated/committed, record easements at the courthouse.
THE CERTIFIED MAILING • Cover Letter • States NO land is being acquired. • Only Easements are needed for sewer lateral fixes. • All 3 enclosures are required because our project is using government funding.
THE CERTIFIED MAILING • URA Brochure • Sounds scary but is a requirement that it be sent. • Waiver • Needs signed by each owner and Notarized • Form 6 • One filled-out for each property owned. • Address of property • Address of owner
THE EASEMENT • Available in the back • Organized by Street Address • Needs to be signed by each property owner and Notarized. • Gives the Town the permission to dig-up and replace your sewer lateral. • Current schedule shows overall project will start on or about July 2011.
SEWER RATE STUDY • Completed by Sherman, Barber & Mullikin in Madison, IN • Results already forwarded to USDA RD in North Vernon. • Study covers $2.1 Million dollar loan from USDA RD. • Study covers current project and 9 major components thru the next 15-20 years.
SEWER RATE STUDY • Bad News – • Estimated Sewer Rate Increase = 60% • Good News – • We don’t need to raise rates until the month before we close on the USDA RD Loan => May/June 2011 • It could be worse.

CONCLUSION • Doing NOTHING is not an option. We have already paid fines to IDEM and they will not be patient forever. • We don’t have the money to fix it ourselves. We’ve paid $100,000+ already with negligible improvement. • As your elected Town Council, based on the Engineering Study and the circumstances at this time in our Town, State, and Nation, we believe that this is the proper and best course of action to take. • THANK YOU for your time, and for attending tonight. • Easements and extra copies of Waivers and Form6 are available in the back
Town Council Meeting 4/12/2010 7 PM • Call to order. • Sign monthly bills and Cemetery deeds. • Reading of minutes from the last meeting. • Cemetary Mowing Contract • Pass Ordinance 2010-1 “An ordinance providing for the town of Westport’s assumption of ownership of lateral sewer lines and recordation of sewer easements” • Planning Grant close-out • Cindi Ogle – water leak
