Process for Developing and Approving WECC Standards • Included as part of WECC’s Delegation Agreement • Approved by FERC • Any changes to this process need to be approved by the WECC Board and would require a subsequent filing with FERC • Available on the WECC website on the home page
Process for Developing and Approving WECC StandardsImportant to Remember • Must follow this process to the letter • Failure to do so is basis for appeal • Failure to do so is basis for NERC to reject • Failure to do so is basis for FERC to reject • Standards developed and submitted to NERC and FERC become a part of the body of NERC Standards • They are a NERC Standard • They are mandatory
Process for Developing and Approving WECC StandardsSteps • Request • Validation and Routing • Notify NERC • Drafting • Notify NERC of DT meetings • Post for Comment • Notify NERC • Address Comments • Post for Standing Committee Vote • Notify NERC • Standing Committee/Interested Stakeholder Vote • Appeals Process • Board Approval • Submit to NERC and FERC
Process for Developing and Approving WECC StandardsRequest (1) • Submit request Using WECC Standards Request Form • Form is available on the WECC website on the home page • Submit request to standards@wecc.biz • Individual or Group may request • WECC membership is not required
Process for Developing and Approving WECC StandardsValidation and Routing (2) • WECC Staff will review for completeness • Assign a Tracking Number • WECC Staff may assist in completion of the form or seek guidance from the Standards Request Routing Committee (SRRC) • Seek stakeholder input • Forward completed request to SRRC • SRRC assigns drafting to a lead Standing Committee
Process for Developing and Approving WECC StandardsBegin Drafting Phase (3) • Begin Drafting work at next meeting • Minimum notice required • Drafting team meetings are open • Applicability identified to NERC Functional Model entities
Process for Developing and Approving WECC StandardsPost Draft Standard (4) • First Draft must be posted for 45 days • Comments accepted from members and non-members alike • Comments accepted from individuals or organizations • Notify NERC of posting • May receive comments from outside of WECC
Process for Developing and Approving WECC StandardsAddress Comments (5) • All comments must be considered and responses developed • Within 30 days of close of comment period • Responses must be posted • Implementation of significant comments requires another posting for comments • Majority vote of DT is required to move to Standing Committee
Process for Developing and Approving WECC StandardsSubmit for Vote at Standing Committee (6) • Official Notification to Standing Committee and Interested Stakeholders • 30-day notice • Post to WECC web site • Report of Drafting Team final vote • Participation via webcast for those that can’t attend • Notification to NERC simultaneously
Process for Developing and Approving WECC StandardsStanding Committee Vote (7) • Standing Committee votes during the meeting • Standing Committee may modify or remand • Requires 10-day posting for comments • Comments posted • Standing Committee members and Interested Stakeholders may change their original vote or vote for the first time • Majority vote (per WECC Bylaws) Required to approve
Process for Developing and Approving WECC StandardsAppeals (8) • Appeal Process is available • Rejection of request by SRRC • Due Process • Technical • Made to Standing Committee or Appeals Committee • Must be made within 15 days of Standing Committee decision
Process for Developing and Approving WECC StandardsBoard Approval (9) • Must be posted for 30 days prior to Board consideration • Send to NERC at this time for mandatory NERC 45-day posting for comment • BOD will consider Standing Committee recommendation and minority opinions • BOD may only make nonmaterial changes • BOD may remand back to Standing Committee or terminate • BOD majority required (per WECC Bylaws) for approval
Process for Developing and Approving WECC StandardsSubmit to ERO (10) • For a Regional Standard to become mandatorily enforced per Section 215 of the Federal Power Act, it must be submitted to NERC and FERC for approval • Becomes part of the body of NERC Standards • Upon FERC approval, and reaching the effective date, the Regional Reliability Standard becomes mandatory in the U.S.
