Health and wellbeing • NHS Employers are speaking to a range of directors in the service in order to help us develop an engagement strategy for board members around the financial and organisational benefits of implementing the health and well being agenda in their organisations • What are the top three messages board members need to hear to encourage engagement? • All NHS occupational health providers should either be accredited or ready for accreditation to the new national OH standards by the end of March.

  4. Health and wellbeing • NHS Employers are working with the Electronic Staff Record to increase use of the occupational health module by OH staff – delivering savings on appointment checks and speeding up rotation of junior doctors.

  5. Agency spend and sickness absence • A series of three regional events are being planned for the beginning of May this year to tackle the issue of sickness absence and agency spend. The provisional dates for these are London: Wednesday 2nd May, Birmingham: Wednesday 9th May and Leeds: Thursday 10th May. • Whilst speakers are to be confirmed, it is anticipated that the events will consist of high profile DH speakers outlining the importance of the agency programme, and Trusts sharing examples of best practice from within their health economy.  Further details will be available via the NHSE bulletin and on the NHSE website

  6. Agency spend and sickness absence • In addition to this the tender from Government Procurement Services for the new medical locum frameworks is expected to be released imminently.

  7. Pensions reform agenda • The Department of Health recently announced changes to the level of contributions made by NHS Pension Scheme members towards their pension which will come into effect on 1 April 2012. • All NHS employees will receive a payslip leaflet in February 2012. • Non-ESR employers will issued with sufficient copies for all employees by NHS Pensions by 26th February

Pensions reform agenda • There is a calculator on the DH website where employees can model what the changes will mean for them • http://www.dh.gov.uk/en/Publicationsandstatistics/Publications/PublicationsPolicyAndGuidance/DH_132287 • The Government Actuary’s Department estimates that the number of employees who will pay nothing extra in 2012/13 stands at approximately 48% of the total NHS Pensions Scheme membership

Market facing pay • The government has asked the independent NHS Pay Review Body (NHSPRB) to consider how the pay of staff covered by the Agenda for Change agreement could be made more responsive to local labour markets. • The Pay Review Body considerations will include: • The extent to which the Agenda for Change pay system already recoginises the impact of local difference in pay through recruitment and retention premia and High Cost Area Supplements and whether these could be used more effectively

Market facing pay • The way in which the Department of Health uses the Market Forces Factor in financial allocations and whether these might be used to support more market facing pay • The need to recognise the implications of market facing pay for the different staff groups within Agenda for Change at a local level, including any implications for equal pay • The impact of ‘cliff edges’ in pay between different local labour markets and how these might be managed • To consider what information may be needed in the future in order to make recommendations on local labour markets.

Market facing pay • The Review Body will make recommendations to the Government in July. • This review does not cover medical and dental staff who are considered to operate in a national labour market • NHS Employers will be making a submission, on behalf of employers, to the pay review body in March.
