  2. Goal 10 - Good Governance and Effective Institutions

  3. Target A: Provide free and universal legal identity, such as birth registry

  4. Target B/D: Ensure that people enjoy freedom of speech, association, peaceful protest and access to independent media and information/Guarantee the public's right to information and access to government data

  5. Target C: Increase public participation in political processes in civic engagement at all levels

  6. Target E: Reduce bribery and corruption and ensure officials can be held accountable

  7. Additional Target 1: Effective and efficient public service delivery of implementing agencies

  8. Goal 11 - Ensure Stable and Peaceful Societies

  9. Target A: Reduce violent deaths per 100,000 by x and eliminate all forms of violence against children

  10. Target B: Ensure justice institutions are accessible,efficient independent well resourced and respect due process rights

  11. Target C: Address all forms of internal conflict (Stem the external stressors - deleted ) that lead to conflict

  12. Target D: Enhance capacity of professionalism and accountability of the security forces
