  6. OBJETIVO DA INVESTIGAÇÃO 3.1 O únicoobjetivo da investigação de um acidente ou incidente deve ser a prevenção de acidentes e incidentes. Não é propósito dessa atividade atribuir culpa ou responsabilidade.

  7. 5.3 Quando a localização de um acidente ou incidente sério não puder ser definitivamente estabelecida como tendo sido no território de um Estado, o Estado de Registro deve instituir e conduzir qualquer investigação necessária. Contudo, ele (o Estado Registro) pode delegar toda ou parte da investigação a outro Estado por mútuo consenso. 5.3.1 Estados mais próximos da cena de um acidente em águas internacionais devem prover assistência dentro de suas possibilidades e, da mesma forma, responder às solicitações do Estado de Registro.

  8. 5.23 Qualquer Estado que forneça informações solicitadas, instalações ou especialistas ao Estado que conduz a investigação se investe no direito de apontar um Representante Acreditado para participar da investigação.
