CONCEPT • The competitiveness of the products of MSMEs in global market is dependent to a large extent on their product level, price preference and quality characteristics. • Govt of MP has decided to help MSE sector in technology up-gradation and mordernisation in close coordination with M/o MSME policies and schemes to improve the technical capabilities and competitiveness of MSE units specific and mainly in clusters
OBJECTIVE • The Govt. of MP is trying to formulate the policy formulation mainly aiming at : 1) Creation of awareness workshop / seminar on new production / process technology specifically in the field of Agro and food products, stone industiries, plastic and processing industries, mining industries, pharmaceutical industries, automobile ancilliary industries, Electrical Engg. industries etc. 2) It is also decided to setup finishing schools / skill development centers on case to case module process developed for cluster specific. 3) Provision of unit specific mordenisationpackage,energy conservation and introduction of envionment friendly technology, quality management standards & quality technology tools.
APPROACH • The first step involves the selection of clusters which have certain homogeneity in terms of status of technology, productivity, production levels, trade practices and capacity to absorb improved technology. • Individual clusters are then assigned to expert consultancy agencies that assess the technology up- gradiation needs and prepare unit specific mordernisation packages including scope for consolidation of technical capabilities of existing units.
DELIVERABLES • The main purpose of this programme is to provide financial assistance to SPV of cluster by providing 10 % of financial grant by Govt. of MP in the form of land / cash. This will help clusters in getting financial assistance from Govt. of India in tune of 70% and the rest 20 % will be created by SPV of particular cluster. • Where the cluster is of Micro units then the assistance from Govt. of MP may be 5% and Central assistance will be up to 90 % subject to approval of Govt. of MP.
