  2. Licensing by the Ministry of education and science State attestation by the MES (1 per 5 years). Effective till September, 2014. State standards are the main requirements Independent accreditation since September, 2014. ESG becomes more important. QAS in Kyrgyzstan

  3. HEIs are not ready to run independent accreditation. Preparation is still in the process Lack of understanding of the fully implemented QAS as a whole system in the universities QA departments are either lack of the HR, or its obligations are divided between different people Weak monitoring system of QAS and external stakeholders General problems of KG universities in terms of quality
