ContextCapacity development Challenges • Suriname -492,000 inhabitants, was a Dutch colony. • It achieved independence in 1975 • It is dependent mainly on income from mining activities (bauxite, gold, oil) • In 2006, it presented its first Multi-Annual Development Plan 2006-2011(*)
Capacity development challenge: • UNDP Suriname, the Ministry of Planning and the Dutch Embassy want to understand the national capacities needed to implement the 5 year development plan.
Capacity development challenge • Entry point: societal. Sectors to approach • Public sector • Private sector • Civil society. • 1 year process, Jan-Dec 2007, 140,000k for the CA/S.
Capacity Assessment methodology adaptation • UNDP-CDG CA methodology • Task Network approach
CA application • Use predominantly of highly respected national consultants and institutions. (*) • Developing their capacities. • One process coordinator.
Data Collection Strategy • In depth interview to key stakeholders (individual and group interviews) • Method (*)
From CA to Capacity development response strategies • Ministry of Planning, Dutch Embassy and UNDP to participate in the definition and costing of the CD Strategies. • CA finalized and linked to CD response strategies, planned for September • Project document producting for financing-Oct-Nov.
Challenges • Defining clear scope per sector • A good transition between CA and CD response strategies. • Going from Strategies to fundable targeted CD projects in good time • Keeping good and constant communication with the Ministries involved and the Dutch Embassy.
