  3. SUIRG Background • SUIRG’s Mission • SUIRG is a not-for-profit international assembly of parties, within which members work towards the reduction of radio frequency interference (RFI) through pro-active programs and education.

DB • Interference Signature & Resolution DB • Interference Source Identifier • Contact and location data embedded in data stream • Advent Communications DVE4000 employs SUIRG’s specification • Working with WBU/ISOG on industry standard inclusion of Carrier ID in the MPEG data stream as a standard operating practice by 2011.

On-going Programs • Regulatory WG • BWA/WiMax shared usage of FSS C-band • Active participant in industry letters to multiple ITU members requesting non-approval at the WRC meeting • Performed field testing of shared use of C-Band frequencies with WiMax equipment. • Working with other organizations (i.e. GVF) on post-ITU recommendations. • Many countries opted in to enable authorization of WiMAX systems. • Initiative to use 14.0-14.5 GHz for Terrestrial Services

  10. SUIRG Field Testing • Why: Provide additional quantifiable data for administrations and other interested organizations • When: 1-10 October 2007 • Where: • Florida: subscriber testing (< 1Km) • Maryland & Virginia: Hub testing (2-12 Km)

  11. SUIRG Field Testing • What was tested? • Measure interference generated by WiMax Base Station (BS) transmissions into a satellite receiving station by measuring satellite channel C/N, I/N, BER and power levels at varying angles and distances to the 2.4 meter FSS antenna.

Test Program • Procedure was verified and agreed upon by the following organizations: • SUIRG: (Satellite Users Interference Reduction Group) • WBU-ISOG: (World Broadcasting Union – Inter Satellite Operations Group) • GVF: Global VSAT Forum • WTA: World Teleport Association • NAVSEA NSWCDD Q53 (US Navy)

Test Program • Particular attention was on the following: • Output level from the WIMAX transmitter. • Distance of the WIMX transmitter from the Satellite antenna. • Angle of WIMAX transmitter from Satellite antenna bore sight. • LNB signal compression • As required, testing was conducted using different transmit frequencies from the WIMAX transmitter.

  15. Test Plan • Testing was done in 2 phases • Phase 1 simulated a mobile WiMax subscriber unit operating within the immediate area of a FSS antenna system • Phase 2 simulated a fixed WiMax Hub system with its antenna mounted 50 meters up on a water tower.

Phase 2 Test Plan • Phase 2 Hub testing • Tests were performed at 2 different remote FSS locations (Maryland and Virginia) • Testing required moving the 2.4 M FSS System unit around the test area via flat bed truck • Following will provide the results from the greater distance location (12 km distance)

Phase 2: Hub unit testing Tests were performed at 2 different remote FSS locations using an 120° directional WiMax antenna mounted on a water tower at around 50 meters to simulate a cell tower installation. Results identified problems within the test areas of significantly greater distances (12 km) away from the FSS antenna than Phase 1. Further distance testing identified significant problems at the max. (25 dBm) level and BER problems at the lower (3 dBm) level. The I/N level ranged from +33 to +9 dB and, as stated in Phase 1 test results, this level will increase for each unit in the area. Acceptable I/N level is -10dB. Phase 2 Test Results

  27. Phase 2 Field Testing • Additional analysis was performed based on the results of this testing • Based on pure line of sight propagation loss the distance between WiMax and FSS calculated to be 278km • Based on actual test site terrain data calculated the distance to be around 50km

  28. Phase 2 Field Testing The following slide identifies the locus of locations around the Phase 2 Virginia site where the I/N at an FSS earth station would not exceed -10 dB for more than 20% of the time. This data is based on the local wooded terrain where the test was performed

  31. WiMax/FSS Compatibility Testing Results Summary • Phase 1 identified considerable interference within several kilometers of a FSS system. • Phase 2 identified a range of interference between 50 km and well beyond the earth curvature dependant upon the local terrain.

Conclusions • BWA/IMT in part, or all, of the FSS C-Band Will Be incompatible with general FSS reception in Any Part of C-Band in the same geographical area. • BWA/IMT may be compatible in a part of C-Band with FSS reception by a small number of Earth Stations if: • Appropriate exclusion zones around each of the earth stations are established (2-150 km) • Subscriber units only emit signals when contacted with a base station & adjust power accordingly • MIMO Beam Forming vice Spatial Diversity* • Introduction of BWA/IMT by one country can block FSS reception in an adjacent country. * Spatial Diversity can be very susceptible to un-licensed interferences (EMI)

  36. 14.0-14.5 GHz for Terrestrial Services Petition • Utility Telecom Council (UTC) is filing a Petition for Rulemaking to the FCC to permit shared, secondary terrestrial fixed service in 14.0 -14.5 GHz • UTC contracted an engineering firm to model simultaneous operation with FSS and determined 376,000 links are possible without interference. • Satellite groups are developing a response to the petition.
