  4. Birth Certificate and Identity • Birth certificate is used to link records in child health systems • Birth certificate is increasingly requested for identity management in healthcare, HIE • Challenges include changes to identity, particularly adoptions

  5. AIMS To describe— • the frequency and cause of changes to birth certificate identifiers as children age • the frequency of events (i.e. adoptions, paternities and amendments) that may trigger changes and their impact on names

  6. Methods • Cross-sectional Analysis—to assess patterns of changes over time • Using birth certificate change history from 2000-2012 • Cohort Analysis—to assess cumulative changes over time to a birth cohort • Using births in 1987, 2000, and change history • Simple survival model using SAS PROC LIFETEST

Conclusions • Identity fields on birth certificates change, particularly in the first 2 years of life • Patterns of events that cause changes (i.e. adoptions, paternities) also change over time • Understanding patterns of changes to birth certificates can help improve record linking strategies
