Definition • We define inclusive education as a classroom which includes students from all backgrounds with disabilities ranging from mild to severe to gifted to physically- and mentally-challenged and in need of constant supervision.

History • 1975 Individuals with Disabilities Act (IDEA) …have right to education in least restrictive environment (LER)… • LER was never clearly defined – “inclusion” never used until early ‘90’s – it has all “evolved” to what it is today • 1997 IDEA was reauthorized – did not used the term inclusion – codified principle by requiring IEP broadening access to General Education
Why? • Heralded by social scientists and inclusion advocates 68% of which have not been in a classroom in over 16 years • Remains because it is a cheap fix …. • Our “benevolent” politicians love it! Allows them to move funding into areas that gets votes…. • No longer hiring specialist for low student to teacher ratio…use regular, untrained staff! • Difficulty of disagreeing with this policy – will seen as “cruel, inhuman, or uncaring”
