Preliminary Notes • Anasazi Exchange Design • Presumes MU Stage 1 Certified EHR can create C32/CCDA • Presumes each EHR/HIE locally administers their ACS including the recording and logic surrounding consents for disclosures • Communicates to EHR via web services • One component will be an Authorized HISP • Another will be a “translator” to the envelop format of intended recipient; XDS.b for our pilot • Currently uses pro forma standard for asynchronous point-to-point request/response including the ability to carry remotely executed consent for disclosure – prefer a standard

Objectives • Primary Goal: Viable Part 2 MU Stage 2 Interoperability by January 2014 between BH and primary care • Pilot, test and put into production all the DS4P use cases that apply to data in transit for Part 2 Programs • Limit disclosures to the purposes of “Treatment” • Limit the originating Consent Directive to preclude redisclosure • Promulgate Direct asynchronous request/response • Communicate remotely executed consent for disclosure to holder of the record
Technical approach • Prove out both Direct and HIE Exchange interoperability for Part 2 disclosures • Use currently deployed standards wherever possible • Design approach able to be retro-fitting into the installed base of all EHRs and HIEs in minimal time
