TRAINING INITIATIVES….. • Establishing & operationalizing an effective decentralized training system to produce desired changes in the process & quality of governance at 30 ZPs,314 PSs & 6234GPs • Establishing platforms at district/block level & make use of them for participatory program administration and sharing of experience of all stake holders in 3-tier PRIs • Impart need based & effective training for different stake holders of Panchayati Raj Dept. by utilising the available training resources with S.I.R.D within a given time framework • SIRD is conducting the training programmes for 100,864 elected representatives through 80 locations by 76 District Partner NGOs & 2 Extension Training Centres) spread across 30 districts from Oct2009 and Centum Learning Ltd from May2010 in 12 districts of the state. • DPOs have been designated as District Level Training Coordinators and Nodal Officers for effective fund management of the training programs. • Moreover Additional BDO at the block level or an Extension Officer preferably GPEO has been designated as Block level Training Coordinator cum Nodal Officer

Engagement of Govt. Resource Persons for the“Social Welfare” Module on 3rd Day.
Issues concerning DPOs DPOs are need to work and monitor closely the programmes conducted by DPNGOs/CENTUM DPOs are to ensure standardization of training kits for the participants in their respective districts so that there is uniformity in the training kits supplied to the trainees by different DPNGOs in a district. DPOs are further to ensure that any change of training venue, training date due to local exigencies to be intimated to SIRD well in advance and approval of SIRD also be obtained. DPOs are also to ensure the officials Resource Persons form the Dist/blocks has to act as Trainer and remain present for the time allotted to them and also interact with the trainees clarifying their querries on 3rd day of Training.
The receipt of the submission of bills by the DPNGOs/CENTUM is to be acknowledged as well as early settlement of bills and release of funds are to be taken care of by DPOs. The mobility cost (one time TA) to participants be reimbursed as per the attendance of the participants on the third day of the training programme. Any irregularities and complains, if brought to the notice of DPOs at their level, is to be immediately looked into and accordingly, a report to this effect be furnished to SIRD. The training on 3rd Module on “Social Welfare and Other Line Department Programmes” will be conducted in those districts wherein the ongoing module training i.e. “Rule and Role Clarity & RD Programmes” have been completed in all the blocks as assigned to the DPNGOs. In case of non-completion and non-convergence of all blocks, the Module Training on “Rule and Role Clarity” are to be carried forward for completion of training of all targeted clienteles as per the action plan. Action Points • The Field level training conducted by DPNGOs/CENTUM is SIRD”s training programs.DPNGOs/CENTUM are only EVENT MANAGING AGENCIES. • Issue official intimation as requested by DPO to the concerned PRI representatives and provide a copy of the same to the DPNGOs/Centum for information and mobilisation of adequate number of trainees for the program. • ABDO/GPEO/PAs are requested to attend the programs conducted by DPNGOs/Centum at the district and block level and act as resource person as well as monitor during the training program. • The district / block level officials attending program on 3rd day as resource person are also to furnish a monitoring report on the conduct of the program. • ABDO/GPEO/PAs are required to provide support and cooperation to DPNGOs / Centum as and when required for arrangement of venue. • Coordination with DPOs well in advance in developing an action plan on PRI Training in their respective blocks with the help of assigned DPNGOs for undertaking PRI CB in that block. Issues needing Attention • Deployment of Govt. Resource Persons from Block for the 3rd day of the training (BDO/ ABDO/ GPEO/ PA/ SEO/ JE/ CDPO/ ICDS Supervisor/ BRC (SSA)/ WEO/ MI/ MO-PHC, etc.) • Verification of the Attendance sheet and logistic arrangement at the training venue • Clarification of queries by the participants
Action Points –contd.. • Visiting the training venue of the DPNGO/CENTUM to ensure that all logistic arrangements required for successful conduct of training. • The Officials as Resource Persons from Block has to act as Trainer and not as Visitors or have Guest appearance and further to clarify the doubts on the topics covered during first 2 days of the training program. • Reporting of Govt. Resource Persons to the Training Venue on 3rd Day as per the Schedule and Time • Ownership of the program with the Block is missing that affects the quality and quantity aspects of the training program. • The Block has to facilitate DPNGOs/Centum with the availability of training venue and GRAMSAT facilities with Block or other Department.
