    4. OBJECTIVE To facilitate a meaningful exchange of views among procurement practitioners on how best to implement the principles of RA 9184

    5. GOVERNING PRINCIPLES Transparency Wider dissemination of bid opportunities Competitiveness Equal opportunity to all eligible bidders Streamlined Process Uniformly applicable to all government agencies Effective and efficient method System of Accountability Answerable Public Monitoring Awareness and vigilance

    6. SALIENT FEATURES Wider Coverage All fully domestically-funded procurement activities All foreign-funded procurement activities As may be agreed upon by GOP and IFI: Projects funded from grants Projects for International Competitive Bidding

SALIENT FEATURES Simpler Eligibility Requirements Legal Documents DTI / SEC / CDA registration Valid and current Mayors permit for principal place of business Technical Documents Statement of all on-going and completed contracts PCAB license and registration, in case of infrastructure projects Financial Documents Audited Financial Statement received by the BIR NFCC computation or Credit Line Commitment from a universal or commercial bank

    10. SALIENT FEATURES More Streamlined Bid Submission Eligibility requirements included in the Technical Proposal In Infrastructure Projects, Technical (incl. eligibility requirements) and Financial Proposals are submitted at the same time

    11. SALIENT FEATURES Qualified List of Eligible Bidders Defines eligible bidders for foreign-assisted projects No preferential treatment for government agencies

    12. SALIENT FEATURES Revised Financing Options for Bidders Merged Net Financial Contracting Capacity (NFCC) computation and Credit Line Commitment Removed cash deposit certificate

SALIENT FEATURES Longer Track Record (Infrastructure Projects) Experience, in the last 5 years, of at least 1 work of a similar nature and complexity Cost of completed work should at least be 70% of the ABC Annual turnover from all works averaged over the last 3 years equal to 100% of the ABC

    14. SALIENT FEATURES Uniform Bid Security Amount At least 2% of the ABC regardless of form Acceptable forms are as follows: Cash Certified check Cashiers/Managers check Bank draft/guarantee Irrevocable letter of credit Any combination

SALIENT FEATURES ABC as Ceiling in NCB of Foreign-funded Projects Conditions for application of ABC as ceiling: Bidding documents are obtainable free of charge on a freely accessible website Procuring Entity (PE) has procedures to ensure ABC is based on recent estimates and based on adequate detailed engineering PE has trained cost estimators and/or quantity surveyors PE has established system to monitor and report bid prices relative to ABC PE has established a monitoring and evaluation system for contract implementation to provide feedback on actual total cost of the project
