Bidding documents are obtainable free of charge on a freely accessible website
Procuring Entity (PE) has procedures to ensure ABC is based on recent estimates and based on adequate detailed engineering
PE has trained cost estimators and/or quantity surveyors
PE has established system to monitor and report bid prices relative to ABC
PE has established a monitoring and evaluation system for contract implementation to provide feedback on actual total cost of the project
