MOIMS DAI WG Report • DATA ARCHIVE INGESTION WG • Goal: Develop a CCSDS/ISO standard for a Submission Information Package (SIP) for transfer and validation of information submitted to an archive • Goal: Determine the need to update the OAIS Reference Model for the 5-year reviews • Working Group Status: Active __X_ Idle ____ • Working Group Summary Situation: CESG-CMC Meeting 23 / 24 Jan 2007
MOIMS DAI WG Report • Working Group Summary progress: • A list of issues with the draft Producer Archive Interface Standard (PAIS) Red Book were reviewed and most were resolved. Updates needed to the XML schema, for describing data objects to be transferred to the archive, have been identified. Preliminary mapping of PAIS / SIP attributes to the XFDU standard have been identified, but completing this is the major technical work remaining. The outline for the Green Book has been agreed. • Review of comments received on the need to update the OAIS reference model have lead to a decision to do a minimal update to clarify some terms and concepts. • Schedule (major deliverables only) • Draft PAIS Red Book, with Green Book, ready for formal review: 30 June 2007 • Updated OAIS reference model, ready for formal review: 10 October 2007 • Charter updated CESG-CMC Meeting 23 / 24 Jan 2007
MOIMS DAI WG Report • CROSS-AREA TECHNICAL ISSUES • We will look to adopt guidance on XML schema expression as put forward by the CCSDS XML SIG. • Other Issues and concerns • Registration Fees for meetings • Uniformly negative response • WGs • Allow individual WGs to meet as needed, at agency facilities, as long as they have multiple agency participation. Perhaps hold Plenary every 2 years, and allow cross-support meetings as needed, but encourage telecons, videocons (e.g.,megameeting) • Resolution • In response to the 5-year ISO review of the OAIS reference model, verify that we can put the updated document into ISO for review as a final draft international standard (FDIS). MOIMS IPR WG Report • Information Packaging and Registries (IPR) Working Group • The purpose of this Working Group is to: • Collect use cases from the space operations community and develop requirements for XML data packaging: • Develop a set of recommendations that specify an extensible framework for packaging data and metadata • Oversee the development of at least two implementations of the packaging framework and associated with usability and interoperability tests in many areas of space data systems • Based on testing experience and requirements from various Space Data and Operations Groups, establish extensible registry / repository architectures that leverage the more widely based registry work such as ebXML and UDDI. • Develop specific Registry/Repository standards that support the data packaging registry/repository requirements focusing on the support of XML Schemas and associated XML objects CESG-CMC Meeting 23 / 24 Jan 2007

MOIMS IPR WG Report • ISSUES • IPR has received resource commitments from member agencies to develop an XML Schema Registry Recommendation and implementations which are needed both for XFDU deployment and coordination of the rapidly growing XML schema volume within the agencies. • The IPR WG agrees that a common Registry / Repository Service Architecture is needed within CCSDS and will provide full support for a CCSDS wide effort to establish a preliminary version of this Architecture. • However, due to critical needs of IPR member agencies for an XML Schema registry the IPR support of the Architecture effort is available for the period from 1st Feb 2007 to 31st May 2007 at which time those resources will be applied to the development of a CCSDS Recommendation for an XML Schema Registry / Repository that specialize the CCSDS Registry/Repository Service Architecture. • The resulting interfaces and data structures can then be used to validate/modify the CCSDS Registry / Repository Service Architecture CESG-CMC Meeting 23 / 24 Jan 2007

MOIMS NAV WG Report • SUMMARY TECHNICAL STATUS Jan 2007 accomplishments • Completed review / update of Working Group Charter according to current understandings • Completed review of ADM Red Book 1.4 updates and resolved a number of open issues. • Completed review of TDM Red Book 2.0 early RID’s and a few open issues. • Completed discussion of NDM/XML Red Book 1.2 and XML related issues • Completed high level plan for the ADM Prototyping effort (GFSC, CNES, JAXA) • Completed high level plan for the TDM Prototyping effort (JPL, DLR, ESA) • Completed extensive and detailed discussions of unit discrepancies in the group’s Recommendations (ADM, ODM, TDM) • Completed discussions with the ISO TC20/SC14 Liaison Dave Finkleman and colleagues on the topic of standards for collaborative operations in Earth orbit. MOIMS NAV WG Report • CROSS-AREA TECHNICAL ISSUES • XML Harmonization: More emphasis on harmonization of XML issues across the CCSDS as a whole is highly desirable (e.g., common data elements that pervade space operations). It would be good for the XSG SIG/WG to address this in due course. • OTHER ISSUES AND CONCERNS • CCSDS Strategic Planning • Better communication / coordination above and beyond the WG and Area are needed (e.g., we have on several occasions experienced changes in requirements –XML- that necessitated additional effort and caused delays in documents). • Registration fees for big meetings?: • Mixed opinion. The group felt that by changing the meeting schedule to a single “combined Area” meeting per year, with the individual Areas meeting one more time in smaller venues, the agency burden to support two meetings a year could be reduced. The requirement for coordination between Navigation and other Areas, as is facilitated by a large meeting, has been relatively low. • Scheduling of Meetings: • More flexibility for working group for arranging meetings would be good (1 big / 1 smaller & more flexible). A smaller Area-oriented meeting could better avoid holiday weeks, reduce logistics issues, avoid working on Saturdays, reduce weather risks, etc. CESG-CMC Meeting 23 / 24 Jan 2007
MOIMS NAV WG Report • ISO TC20 / SC13 + SC14 Collaboration • We are engaged in ongoing discussion with SC14 / WG3 regarding new requirements on ODM. • Discussions in these Winter meetings were collegial and positive. Several agreements were reached, but there is still some internal resistance in WG. • Orbit Data Messages (ODM) updates to accommodate SC14/WG3 needs are in draft status (Issue by March 15, 2007, Reviewed by April 1st, 2007) • A new message be added to the Orbit Data Message Standard, name to be determined. • The message include elements of data from which canonical TLE’s may be constructed. • The message include a 6x6 covariance matrix abstraction. • Metadata include covariance solve-fors, but values beyond the 6x6 abstraction need not be provided • Information that cannot be described precisely enough be included in • optional fields and not in normative requirements • Risk: 2 competing standards for orbit descriptions between the 2 ISO Subcommittees. Resolving the internal differences is a high priority. • Idea of TC20/SC14/WG3 suspending their effort on ISO/AWI 26885.TO DATE, UNACCEPTABLE TO TC20/SC14 • SC14/WG3 Liaison still lists the following outstanding issues: • Should there be two additional message types in 22644 or just one? • Should there be one standard, ISO 22644, or two mutually consistent standards, one emphasizing content and the format for that content, the other emphasizing elements of information? • Should TLE’s be institutionalized at all? MOIMS NAV WG Report • ISO TC20 / SC13 + SC14 Collaboration - Conclusions • CCSDS Nav WG is following the Activity Plan developed cooperatively with the SC14/WG3 at Rome in 2006 • Good progress is being made • Some issues which must resolved remain, thus technical collaboration should continue • Multiple standards for orbit data description are not in the interest of SC14, SC13, the ISO overall, or the potential user community (agencies and other satellite operators) • Current ISO Standard for orbit data description is ISO 22644, Orbit Data Messages; it is being modified by the Nav WG to accommodate SC14/WG3 requirements • Spring 2008 Release enhanced ODM version (Pink Book) for CCSDS review • Summer 2008 Conduct prototype exercises • Fall 2008 Establish and publish enhanced ODM Blue Book • ISO/AWI 26885 work should be suspended, freeing the SC14/WG3 to work on the many other elements of their Technical Program CESG-CMC Meeting 23 / 24 Jan 2007
