  1. Operating Plan - 2012 Vijay K. Bhargava President Management Retreat 23 January 2012

  2. Goals Continue initiatives that Byeong Started (Industry, Globalization, and “Young” global leaders as well as most of the ideas on ComSoc Growth Engine) Distil elements from Vision 2020 that can be realized during 2012, 2013 Work with VP Standard Activities to properly position comSoc in this area 60th Anniversary in 2012 Chapter Congress (GCCC versus RCCC versus LCCC)

  3. Goals (continued) Global Representation on ComSocBoG, Sub-boards and Committees Industry, Content in ComSoc Conferences Regional Conference in India Improved Governance

  4. Goals (Continued) • The Africa Potential • Focus on Standard Activities as Outlined in Vision 2020

  5. Operating Plan- 2012 • Global Communications Chapters Congress (GCCC) • The last GCCC was held in 2001. A total of 77 chapters out of 104 participated in a five day event at a cost of $225k. • We now have over 200 chapters. To hold a GCCC every fifth year we need to set aside a part of its overall budget every year. • GCCC in Atlanta in December 2013? • Given the geography of our regions perhaps we should have localized CCC (LCCC) in areas of strategic growth.

  6. Operating Plan- 2012 • Global Representations on ComSocBoG • For the first time a representative from the African Continent (FambiraiTakawira) and a representative from India (Neelesh Mehta) have been appointed. • Several appointed Directors are from the industrial sector with Global representation. • In 2012, we will have sixteen Board Members from USA, two from Canada, ten from Europe, Middle-East and Africa, two from Latin America and five from Asia/Pacific. • Should we revive the KICS plan, which while meeting Global representation, reduces the number of appointed directors.

  7. 2009 Admin/Governance ($000) SocietyDues Income (#of Staff) “BoG” Meetings / Programs* ComSoc 977 (28.8) 1,222 ($676 + $546) SPS 337 (12) 296 (don’t know the split) Photonics 136 (18) 660 (don’t know the split) Computer 2,624 (104) 796 (don’t know the split) *Comparisons are based on IEEE cost center information; there may be some inconsistencies as not all Societies make the same accounting choices for “programs” like chapter support, student travel grants, etc. ComSocBoG travel and on-site meeting support is $676, projects are $546, total = 1,222. These amounts are direct expenses only and do not include staff support Functional Benchmarking against other IEEE Societies

  8. 2009 Admin/Governance Society# on the Board# of admin meetings ComSoc 36 2 full, 3 partial SPS 17 2 full, 2 partial Power and E. 22 2 full, 2 partial Computer 26 3 full Functional Benchmarking against other IEEE Societies

  9. Improved Governance (Continued) • The first time that nine of the 12 MALs get engaged in the governance of the Society is late May/Early June. How can we engage them earlier? • Are we over governed and do we spend too much on governance. We need a new paradigm where governance compete with program development and execution? • If we go to a three BoG meeting model, one possible option is: • BoG1 in late February/Early March. The Management Retreat can be held a day before BoG1. The remaining two meetings could be as usual – with ICC and GLOBECOM.

  10. Standard Activities as Outlined in ComSoc 2020 Strategic Plan • ComSocShould provide a broad range of services to the industry from pre-standardization activities through standards development and post-standardization activities including relevant educational product and services. • ComSocshould facilitate pre-standardization activities in research projects organized by industry groups in partnership with ComSoc Technical Committees (TCs) for the purpose of identifying technology gaps and discovering early standardization opportunities. • ComSocneeds to establish a wide range of specialized standards committees that will develop standards in the entire range of ComSoc’s technical scope.
