WHAT DOES KAGAN MEAN BY SAYING “HISTORY” HAS RETURNED? What did Francis Fukuyama mean when he said that we’ve reached “the end of history”? Why was GW Bush’s attempt to restructure global politics just as fleeting as his dad’s? Is GW responsible for messing everything up by being aggressive or was a return to history inevitable?
WHAT ARE THE 4 KEY FEATURES THAT DEFINE THE CURRENT INTL SYSTEM AS IT RELATES TO USFP? (1) Unilateralism: Why does so much of the world want to bring the US down? • What kind of global system are we in today: Unipolar, bipolar, multipolar, apolar? Which is most stable (and when)? • Who (everyone) should be balancing against us and why? (Realist assumptions) • Why liberals think the world loves us (John Ikenberry) and why they are probably wrong • Why hasn’t China and Europe gotten serious about trying to bring us down? (Mearsheimer on preference orders regional hegemons… See the world through the eyes of India, Japan, Germany, France and China and Russia are bigger threats) (2) Why are we seeing the emergence of great powers and a return to the “great games” of history? • Why are places like China, India, and Japan changing their approach to their neighbors? • Would the world be safer if we pulled out of other regions? No says Kagan.
WHAT ARE THE MAJOR IDEOLOGICAL SPLITS… (3) Is liberalism vs. absolutism the big divide? • Are China, Iran, and Russia best understood as regimes in a slow democratic transition? Will they stand up to one another if we ask them to? • These guys can’t really stand up to us can they? Yes if they work together (See WW1 & 2 for strange bedfellows) • Is absolutism really a challenge to liberal democracy? Yes, on economic and political/morality grounds. Take a look at recent history from the perspectives of Iran, Russia, and China. • Why should we seriously explore having a Concert of Democracies? Won’t this alienate the rest of the world?
WHAT ARE THE MAJOR IDEOLOGICAL SPLITS… (4) Is Islamic terrorism a passing fad? Or part of a larger split? • Modernity & secularism vs. traditionalist fundamentalists • Why is it the most serious threat to the US mainland, but best regarded as a “sideshow” to the splits that matter most? • Even if we (or any of the other global powers) wanted to meet the Islamists half way, could we?
