Why Convergence? • Increased outlays in agriculture, water resources and rural development sectors in 11th Plan : How do we get optimal results? • New initiatives such as RKVY, NFSM, NHM, NREGA and intensification of efforts through Watershed Programmes, Bharat Nirman and BRGF in the rural sector present new opportunities for leveraging (agricultural )growth 6th December, 2008
Mechanism for Convergence • The State Level Sanctioning Committee (SLSC) should be a platform to forge CONVERGENCE • The District Agricultural Plans (DAPs) and State Agriculture Plans (SAPs) under Rashtriya Krishi Vikas Yojana (RKVY) provides the required flexibility 6th December, 2008

Status of Convergence • The DAPs/SAPs have identified strategies for agricultural growth, but they have not factored in other interventions in the rural sector • Therefore, convergence remains inadequate /unexplored in these Plans. • Consequently, convergence happens more by accident than by design 6th December, 2008

In Planning • Reviewing DAPs/SAP to make them more comprehensive by including all significant interventions in rural sector: AERCs, TSIs etc. to be involved • SAPs to clearly reflect priorities identified in DAPs • Linking investments under RKVY and other programmes in agri. & allied sectors to potential/opportunities emerging from rural sector interventions 6th December, 2008
In Technology • Tapping expertise in SAUs, ATMA, DRDAs and KVKs in planning and new initiatives • Networking with ICAR institutions for specific problems/initiatives 6th December, 2008
Credit (NABARD, RRBs) Marketing (Storage, Tpt., Prices etc.) DDP Rural Infra. (BRGF, Bharat Nirman, NREGS etc.) Schemes (RKVY, NFSM, NHM, ISOPOM etc.) DAP Inputs; seeds , Fert Water Resources (AIBP, watershed, micro-irrigation) Technology & Extn. (ICAR, SAU, KVK, ATMA) 6th December, 2008
In Structures • Utilizing State Level Sanctioning Committee (SLSC) for converging the different components • Cutting across silos: • monthly meetings of Agri. & allied/RD/PR Departments under APC/Dev. Commr. to review RKVY and other agri. sector programmes • annual brainstorming workshops on convergence and strategies in DAPs/SAP 6th December, 2008
In Implementation • Reviewing implementation in monthly meetings and in the annual workshops on DAPs/SAP • DAC has started Nodal Officer system who would coordinate for all DAC programmes in the State. States may make full use of this arrangement • Well co-ordinated effort at the District level under the leadership of the District Collector 6th December, 2008
