JAPAN 2010 Introduction: The Rationale Inclusion of rail safety in the LEG work program, in accordance with the directive in the Joint Ministerial Statement at TMMG Recent news reports indicate increasing number of railroad accidents resulting in large number of deaths and tremendous property damage. Scanty data available to understand rail safety related issues and the connection between motorization and rail safety, together with the contributory factors that global experience show can lead to the deterioration of rail safety. 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010

JAPAN 2010 Results of the Survey- 8 economies responded to the questionnaire on rail safety- 6 named a government organization responsible for developing rail safety policies/strategies in their respective economies and - all respondent economies identified the organization mainly responsible for rail safety policy, rail safety regulation and accident investigation 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010

JAPAN 2010 Results of the Survey- 5 economies have national rail safety policy that can be accessed while six have national rail safety strategy or action plan- All respondent economies have national level crossing policy/strategy except for one because the latter’s rail network does not have level crossings 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010

JAPAN 2010 Major rail safety initiatives and developments undertaken by respondent economies include- Establishment of function of the national rail safety regulation and investigation- Development of nationally consistent approach to rail safety regulation- Upgrading of level rail crossing program- Reviewing of private crossings and closing of tracks 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010

JAPAN 2010 Other rail safety related matters identified by the economies include- Lack of comprehensive rail safety information in the economy - Introduction of amendment to the Railway Safety Act- Establishment of Special Commission arising from death of rail employees 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
