Meeting of SCB DonorsParis, 3 June 2010 Report of the 7th meeting of the TFSCB Advisory Panel (3 – 7 May 2010) Chandrakant A. Patel Jean-Louis Bodin
Some facts Proposals received by the TFSCB Administration Unit • NSDS • Implementation of NSDS (country proposals) • Topical activities (country proposals) • Regional proposals (multilateral institutions) • NGOs’ proposals • Participation in conferences
Future of the TFSCB Four options: • Winding up in 2012 • Streamlining TFSCB IV focusing on NSDS and its process • Continuing with marginal changes • Revamping TFSCB IV with a revised mandate
Future of the TFSCBSome issues • Supporting the development of statistical systems is a long and continuous process that doesn’t finish with the end of a NSDS project. • TFSCB is the sole source to finance with grants small sectoral or topical statistical projects supporting SCB • The WB may wish to rethink how a revised TF could come up to carry out advocacy and promote data transparency, integrity and credibility.
Future of the TFSCBThe AP recommends the following « ideal option » • Continuing to enhance a facility that supports SCB and starting a fund-raising campaign for a TFSCB IV • Focussing on the NSDS process • Continuing nevertheless to grant-financing small sectoral and topical activities • Creating in the TFSCB IV a new Window for data dissemination issues highlighting with firm emphasis on data integrity, transparency and activities
Some other recommendations (1) • Encouraging the remaining countries to prepare and implement NSDS • Allocating a minimum of 60 % for the NSDS and its process • Creating 4 windows ; in the TFSCB IV allocating a maximum of 20 % for projects under the non-NSDS window. • Focussing on the NSDS process • Continuing nevertheless to grant-financing small sectoral and topical activities
Some other recommendations (2) • Increasing to 500,000 USD the ceiling for TFSCB grants • Conducting a study to understand why some NSDS have never been finalized; organising a post-evaluation of some projects • Preparing a calendar of international conferences eligible for a funding through the TFSCB; proposals should be made through the « non-NSDS Window »
