PROGRAM MONITORING NH Department of Education acts as Federal Pass-Through Entity: • School Districts and Charter Schools are identified as sub-recipients of Federal Title funds. • NHDOE obligated to monitor sub-recipient’s Federal Title programs. 2 CFR Part 200.331 of Uniform Administrative Requirements 2
MONITORING ASSESSMENT CATEGORIES Title II Part A monitors the following five categories: 4
GRANT YEAR • Program Monitoring for the Spring of 2019 will evaluate the 2017-2018 Title II Part A grant year. This is the grant awarded during the previous fiscal year. 5
REQUIREMENTS • To facilitate the onsite review, OPAL staff asks that each LEA organize documentation according to the Title II, Part A Program Compliance Review Criteria (Appendix A of the Monitoring Guide). The Title II staff will review the documentation according to these criteria and verify compliance. • Paper or electronic documentation of requested evidence is sufficient proof to demonstrate compliance. • NHDOE program monitoring visits will generally be conducted at the SAU office and are estimated to take between 2 to 4 hours. 10
