  2. Today we’ll look at… • National updates/issues • Local issues • New Intervention and Enforcement Policy • Selective Licensing on London/Abbeydale/Chesterfield Roads • IT update • Our HMO expansion • New HMO standards • Our Enforcement • Landlord awards

  3. National updates • Housing and Planning Act 2016 • Govt (now MHCLG) seminars and roadshows • Civil Penalties • Banning Orders • Rogue Landlords register • RROs • HMO expansion • 5 rooms or more (any number of floors now) • Fit for human habitation (Private Member’s Bill

  4. National updates…2 • Post Grenfell • SYFRS inspection of all high rise blocks • Multiple meetings – cross agency • Govtdept set up checking on our actions • Only a small number of issues in Sheffield • Calls for local authorities to be the lead. Some don’t agree!

Local update… • New Intervention and Enforcement Policy • Makes it clearer about targetting landlords known to us • Includes use of Civil penalties etc • IT Update • Our HMO expansion, potentially 600-1,000 extra licensable • We will be promoting/writing etc • 1 October 2018 • New HMO standards • Because of above • Separated out the documents • EPC ratings and CO detectors

  6. Other things… • Local elections - New Cabinet Member • Cllr Jim Steinke (replaced Jayne Dunn) • Some new faces in the team • Still recruiting - growth and changes • Restructure after Christmas

A reminder – our approach to licensing… • Only do discretionary where it’s the best option/last resort • We don’t do it just as an ‘administration exercise’ • We check what is sent • We don’t threaten what we’re not willing to carry out • We do robust Fit and Proper checks - and refuse! • We go in the properties • We see OTHER THINGS.. and report it

  10. Enforcement figures 2016-2018 • Prosecuted 21 landlords • 137 offences • Some one off landlords and some multiple offenders • I’ve also taken a private prosecution • Others are still pending • Issued our first Civil Penalties this month • Still issuing penalties for Agent Redress
