Article 6: Individual WaterCore versus Optional SSC, Part 40, Subpart 40-2 SSC, Part 40, Subpart 40-3 Optional Public Health Services 40-3.50: Individual Water Supplies “A municipality conducting a program regarding individual water supplies shall evaluate sites, approve locations, and inspect water sources for quality and quantity.”40-3.51: MPHSP Requirements “If a municipality is conducting an individual water supply program, its plan shall include, at a minimum, provisions for:(a) performing site evaluations and approving the location of water sources; and(b) inspecting and/or testing water sources for quality and quantity and informing landlords and tenants of the results of such findings.” Basic Public Health Services 40-2.200: Individual Water & Sewage Systems “Residents of the municipality shall receive, upon request, technical assistance regarding the installation of individual water supplies and individual sewage systems”
Impacts to SRF(Proposed $557M Cut) • NYS's Capitalization Grant will be reduced from $89 million to ~$50 million • Total funding capacity reduced from $390 million to ~$313 million • The funding line will go up from 160 to ~200 points • Will not be able to meet 30% additional subsidization requirement through regular hardship program • May mean a need to provide principal forgiveness (a form of grants) to non-disadvantaged communities or require a regulation change for hardship application
Impacts to SRF(Proposed $557M Cut) • ~20 projects will lose eligibility for subsidized interest rate financing • 13 of these 20 are also competing for hardship (disadvantaged communities) grant and would lose this eligibility as well • New project financings (not already funded or committed with hardship financings) would be reduced from 26 to 6 • Examples: • The City of Rome at 160 points (old funding line) will lose access to $10 million in subsidized interest rate financing for Phase 1 of their $30 million covered storage reservoir project • NYC Croton project will lose access to over $30 million in subsidized financing

DWE • Executive Budget includes $5.3 Million • SFY’11 First of 1-year contract renewals • Packages to be mailed soon! • If enacted budget doesn’t change..we and you save time. • EHD’s to get copied with packages • Packages should be returned to Regions for approval
Contract Cycle Change Proposed • Change contract cycle from October-September to April-March for the following programs: Childhood Lead Poisoning Primary Prevention, Healthy Neighborhoods, and Tobacco Enforcement. • Existing contracts will be extended for a 6 month period (October-March) to get contracts on the State cycle (April-March) with additional funding provided (½ of the contract award). • By doing this, it will allow full spending of the contract award amount during one State fiscal year funding. • Will be no 50/50 split that you will have to budget for. • Once contract is approved you will have until March 31st of each year to spend down your award to meet program needs.
LHD Sanitary Code Reviews • Filing & Comment Letters • Standard Language • Outlining responsibilities of LHDs with regard to ensuring consistency of local sanitary code with Public Health Law (PHL) and State Sanitary Code (SSC) • Responsibilities for including local sanitary code provisions within approved Municipal Public Health Service Plan (MPHSP) to be eligible for reimbursement
