Defining Trends The West Bank Israel, together with the PA and the international community, is expanding the restriction easing, with a focus on civilian, economic and security aspects, including goodwill gestures taken to ease the celebration of the holiday season. Nevertheless, terrorist infrastructure activity continues, culminating in attack on a vehcile which killed an Israeli civilian (24/12). This further reflects ongoing attempts to carry out terrorist activities in the West Bank. Palestinian Security Force operations in the West Bank continue but their scope and quality must be increased. Israel will not compromise its security and when necessary, the IDF takes actions to prevent terrorist actions from being carried out. Terrorist attacks jeopardize the positive development which has taken place so far in the region. Security forces continuing to discover arms in large quantities on Palestinians and attempted attacks against IDF forces. Attempted attacks are still noted, as witnessed by the many cases of rioting and rock throwing of the past month.

  3. Defining Trends The Gaza Strip Humanitarian efforts to the Gaza Strip continue, including transfers of food, equipment and medical supplies. In addition, Israel transferred nearly 10,000 Swine Flu (H1N1) vaccinations and has treated Gazans showing Swine Flu symptoms. Moreover, Israel has transferred nearly 50,000 tons of supplies and 10 million liters of fuel. In light of the holiday season, as part of several other goodwill gestures, the IDF authorized the one-time export of nearly 100,000 flowers to the Netherlands. Nevertheless, terrorist activity, including sporadic rocket and mortar fire and attacks on the crossings, continue. The last two weeks in particular have seen an increase in suspicious movement near the crossings. In one of several incidents, a group of three Palestinians were identified laying an explosive near the fence (26/12).

  4. December 1st-3rd Major Events – West Bank December 1st- Near 'Nablus', two suspicious Palestinians were arrested and were found carrying a homemade hand-grenade. The following day, a homemade rifle was confiscated by IDF forces during a mobilized patrol. December 3rd– A number of Palestinians rioted and threw stones at an Israeli civilian vehicle approx. 3 km north of 'Ofra'. One Israeli was injured as a result of the attack. Later that morning, IDF forces confiscated a rifle and two magazines during an arrest near 'Tul Karem' and a pipe bomb during an arrest by ‘Karmei Tzur'. Two explosive devices, one of 3 kg and one of 5 kg, were revealed near 'Beit El'.

  5. Weekend December 4th-5th Major Events – West Bank Approx. 200 Palestinians rioted and threw stones at IDF and BGP forces approx. 2 km north of 'Hashmonaim'. IDF and BGP forces dispersed the riot and as a result, one Palestinian was moderately injured. A replica explosive device was found by IDF forces during a mobilized patrol close to 'Aduraim'. A Palestinian attempted to run over a policeman near 'Ramallah'. Approx. 30 Palestinians and left wing activists rioted and threw stones at BGP forces in 'Mitzpe Yair'. Consequently, one BGP policeman was injured.

  6. December 6th-10th Major Events – West Bank December 6th– A hunting rifle was confiscated by IDF forces during a mobilized patrol near the town of 'Bracha'. December 7th– Four Molotov cocktails and six explosive devices were found by IDF forces during an arrest approx. 4 km west of the town of 'Pnei Kedem'. A gas tank attached to a burning tire was found by IDF forces near the city of 'Kalkiliya'. December 8th – A suspicious Palestinian was stopped by a mobilized patrol near the kibbutz "Kfar Etzion". A shock grenade and a knife were found on the Palestinian. He was arrested by the IDF.

  7. December 6th-10th Major Events – West Bank December 9th– A local security guard arrested a Palestinian after he tried to stab Israeli citizens in the town of 'Revava'. The Palestinian was injured throughout the arrest. The IDF arrested three Palestinians carrying homemade gas grenades and bullets near ‘Hamra’. Near ‘Ramallah’, the IDF arrested a Palestinian in possession of six pipe bombs and a knife and in Nablus, the IDF arrested a number of Palestinians carrying two homemade handguns. 70 Palestinians rioted and threw stones and a homemade grenade approx. 2 km north of the town of 'Hashmonaim'. IDF forces dispersed the riot. December 10th– A rifle and a homemade explosive device were found by IDF and BGP forces during an arrest by the town of 'Kohav Yair'.

Weekend December 11th-12th Major Events – West Bank One mortar shell and 15 pipe bombs were found by IDF forces near the city of 'Tul Karem'. 300 Palestinians rioted and threw stones at the technical fence by the town of 'Nili'. IDF forces dispersed the riot. 50 Palestinians rioted and threw stones near the town of 'Rehalim'. An IDF soldier was injured during the riot. 100 Palestinians rioted and threw stones at the technical fence near 'Hashmonaim'. IDF forces dispersed the riot and one Palestinian was injured. Later that day, 70 Palestinians rioted and threw stones again at the technical fence near 'Hashmonaim'. IDF forces dispersed the riot.

  9. December 13th-17th Major Events – West Bank December 13th – A Palestinian stabbed an Israeli civilian approx. 3 km south of 'Efrata'. The Israeli civilian was injured. A Palestinian attempted to run over a policeman near the town of 'Shaked'. IDF forces fired several warning shots at two Palestinians who carried a homemade explosive device, a shock grenade and several bullets at an IDF checkpoint east of 'Nablus'. The weapons were confiscated by the IDF. December 14th – A handgun was confiscated by IDF forces at an IDF checkpoint in 'Nablus'. December 15th – A number of Palestinians rioted and threw Molotov cocktails at IDF forces approx. 3 km east of 'Karmei Tzur'. IDF forces fired warning shots and a Palestinian was injured. December 16th – A Palestinian rioted at IDF forces at an IDF checkpoint near 'Hebron‘. An IDF soldier was injured as a result. December 17th – A homemade explosive device was thrown near the town of 'Givon'.

  10. Weekend December 18th-19th Major Events – West Bank Shots were fired at IDF forces near 'Nablus'. IDF forces returned fire. Approx. 30 Palestinians rioted and attacked IDF forces near 'Kiryat Arba'. IDF arrested a Palestinian in possession of three pipe bombs and a knife near ‘Jericho’. BGP forces fired at two Palestinians who were in possession of Molotov cocktails near ‘Hebron’. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle by 'Karmei Tzur'. Two Israeli civilians were injured as a result.

  11. December 20th-24th Major Events – West Bank December 20th - Two Palestinians carrying a pipe bomb were arrested at an IDF checkpoint by 'Beka'ot'. December 21st – A Palestinian in possession of a 9 mm handgun, 14 bullets, and an M-16 rifle, was arrested by IDF forces near 'Kokhav Ya'akov'. December 23rd – A Palestinian carrying a knife, attempted to stab a BGP policeman by 'Ramallah'. December 24th – Shots were fired at an Israeli civilian vehicle near 'Tul Karem' and the Israeli was killed. A Palestinian attempted to run over IDF soldiers about 3 km west of 'Adora'. A number of Palestinians rioted and threw stones near the 'Yitzhar' junction and one Israeli was injured as a result.

  12. Weekend December 25th – 26th Major Events – West Bank During an arrest operation near ‘Nablus’ three Palestinians were killed by IDF and Israeli Security Forces. The three were responsible for the killing of the Israeli near 'Tul Karem' on 24/12. In addition, IDF forces confiscated an M-16 rifle and a handgun that was found on the Palestinians. A Palestinian rioted and threw stones at an Israeli citizen near the 'Hebron'. One Israeli citizen was injured. A number of Palestinians rioted and threw a burning tire at Israeli citizens near 'Bracha'. Three Palestinians assaulted an Israeli citizen approx. 9 km south of 'Kalkiliya'. The Israeli was injured as a result.

  13. December 27th-31st Major Events – West Bank December 27th - A number of Palestinians rioted and threw a Molotov cocktail at an Israeli civilian bus near 'Negohot'. An Israeli woman was moderately injured. A number of Palestinians rioted and threw stones at IDF forces in a ‘Hebron’ checkpoint. IDF forces dispersed the riot and two IDF soldiers were injured as a result. A replica explosive device was confiscated by IDF forces during a mobilized patrol by 'Bracha‘ December 28th - Two explosive devices were found by IDF forces near 'Kalkiliya'. December 31st - Two Palestinians in possession of ten 'M-16' bullets were arrested in an IDF checkpoint near Jerusalem.

  14. December 1st-3rd Major Events – Gaza Strip December 2nd – A number of Israeli residents rioted and threw stones in the town of 'Beit Ariea'. An IDF mobilized force dispersed the riot, injuring one Israeli rioter. One Palestinian was identified 60 meters SW of the technical fence approx. 3 km north of 'Erez' Crossing. An IDF mobilized force fired several warning shots at the individual and crossed the technical fence in order to arrest him. One Palestinian was injured in the process. December 3rd – An RPG missile and small arms were fired at an IDF mobilized patrol approx. 5 km NW of 'Kissufim' Crossing. In response, IDF forces returned fire. Later that day, a 'Qassam' rocket was launched from approx. 5 km NW of 'Kissufim' Crossing and hit near the 'Kissufim' Crossing.

  15. December 6th-10th Major Events – Gaza Strip December 6th - Israeli security guards fired warning shots at a suspicious Israeli individual while he attempted to cross into the Gaza strip via 'Erez' crossing. The Israeli suspect died as a result of his wounds. December 8th – Shots were fired at IDF forces approx. 2 km. south of 'Kissufim' Crossing. December 10th – Two Palestinians were identified near the 'Erez' crossing. IDF forces crossed the technical fence in order to detain and arrest the Palestinians. Shots were fired at Israeli civilian workers approx. 1 km. south of the 'Kissufim' crossing. At the same time, shots were fired at a mobilized IDF force close by. IDF forces fired back at suspicious points. Later on, two armed Palestinians were spotted 1.3 km from the force escaping into the 'Gaza' strip. The PIJ Organization claimed responsibility.

  16. Weekend December 11th-12th December 13th-17th Major Events – Gaza Strip Five Palestinians were identified approx. 5 km south of 'Hursha' mountain. IDF forces responded, first via warning shots in the air and later at their legs. Two Palestinians were injured in the process. Shots were fired at an IDF mobilized patrol approx. 5 km NE of 'Kissufim' Crossing. In response, IDF forces fired at the suspicious points. December 13th – A 'Qassam' rocket was launched from the city of 'Beit Hanoun' and hit by the 'Erez' Crossing. December 15th – A Palestinian boat which was identified crossing into the territorial waters of Israel in the vicinity of 'Beit Lahia' was taken to the 'Ashdod' port.

  17. Weekend December 18th-19th December 20th-24th Major Events – Gaza Strip December 19th – IDF mobilized patrol detected the explosion of a device four km NE of 'Karni' crossing. The explosion damaged the technical fence. December 20th – Shots were fired at an IDF mobilized patrol approx. 2 km NE of 'Karni' crossing. IDF forces fired back towards suspicious points. Two explosive devices were activated by the 'Erez' crossing. December 22nd – A 'Qassam' rocket was launched near the 'Karni' Crossing. December 23rd – A 'Qassam' rocket was launched near the 'Karni' Crossing and Egyptian security forces reported finding one tunnel shaft.

  18. Weekend December 25th-26th Major Events – Gaza Strip December 26th – IDF forces fired at four Palestinians approaching the technical fence approx. 1 km east of 'Erez' crossing. IDF forces crossed the technical fence and found a homemade explosive device. Three Palestinians were killed, one was injured. A 'Qassam' rocket was launched from the Gaza Strip.

  19. December 27th-31st Major Events – Gaza Strip December 27th – Shots were fired at Israeli civilian workers by the 'Karni' crossing. IDF forces returned fire. December 28th –Two roadside charges and an explosive device were found by IDF forces during searches south of the technical fence by the 'Erez' crossing. December 30th –A 'Qassam' rocket was launched from the Gaza Strip and hit east of 'Kissufim' crossing and another 'Qassam' rocket was launched from west of the 'Kissufim' crossing. December 31st – Three armed Palestinians fired several shots at IDF forces north of 'Erez' crossing. Israeli Navy patrol vessel fired back at the armed Palestinians. A rocket was launched from 'Jabaliyah R.C' and hit 'Netivot'.

  22. Medical Treatment for Palestinians Humanitarian Support – Gaza Strip December 8th – Israel provided medical treatment to Palestinians showing signs of the Swine Flu (H1N1) in Gaza. COGAT and the DCL are working with the PCC in Gaza to prevent further cases, including transferring from Israel to Gaza vaccinations against Swine Flu (approximately 10,000 to date) and facilitating the entry to Israel for treatment (at least five Palestinians have crossed into Israel for treatment to date). Since the beginning of 2009, approximately 8,000 Gazan patients and their families have entered Israel for medical reasons. MEDICAL TREATMENT FOR PALESTINIANS IN GAZA December 11th – A newborn baby girl suffering from a heard condition was transferred to the Tel HaShomer hospital in Israel from the Nasri Children's Hospital in the Gaza Strip for immediate medical treatment.

Goodwill Gestures for the Holiday Season Humanitarian Support – West Bank In anticipation of the Christmas Holiday, the IDF and Civil Administration have presented a number of goodwill gestures to the Palestinian population in Judea and Samaria. These include: • Issuing an unlimited quota of one month-long permits for Palestinian residents from Judea and Samaria, allowing them entry to Israel for religious and family gatherings. Over 10,000 permits were issued up to now. • In addition, 300 Christian-Palestinians from Gaza were allowed entry into Judea and Samaria for the holiday. • Finally, during the holiday season, all the crossings into Bethlehem will be open 24 hours a day.

  25. IDF Soldier Killed During Diving Exercise Around the IDF December 7th – Gal Azulay, 19, was killed in a routine diving exercise in an Israeli Navy Base in Ashdod. While on a routine dive, one of the soldiers realized his partner was showing signs of distress. He immediately carried his friend out of the water and attempted to revive him but to no avail. The Commander in Chief of the Navy ordered an immediate investigation. GAL AZULAY Killed During Diving Exercise

  26. Hanukkah Event with the Chief of Staff Around the IDF December 15– The Chief of the General Staff, Lt. Gen. Gabi Ashkenazi, participated in a candle lighting ceremony with the reserve reconnaissance battalion and regular soldiers near the Galil. He commented that, "Our obligation is to assure that the state reaches its 6000 year and not only its 61st year." The Chief of the General Staff wished the soldiers a happy holiday season.   27. Alcohol and Drug Awareness Week Around the IDF December 20th – Starting December 20 the IDF observed one week to represent the IDF’s war against alcohol and drugs. Several events including lectures, seminars, movies, talks with addicts, etc., were planned for this week in addition to the events planned throughout the year. Furthermore, throughout this week, the Military Police Unit operated more firmly to create more of a deterrence and to educate the soldiers on the dangers of such acts. IDF Soldier Critically Wounded and Dies during Training Exercise Around the IDF December 22nd– An IDF soldier from the Golani Brigade was shot in his head and died during training in Zaura in northern Israel. The name of the soldier is Mor Cohen, 18 years old, resident of Afula. The incident occurred in a live fire exercise in the urban warfare facility at the training base. During the exercise, a bullet penetrated a wall of the structure and other security buffers, striking the soldier in his head. MOR COHEN Dies During Training Exercise

Joint Exercise at Ben-Gurion Airport Around the IDF December 29th– At Ben-Gurion Airport, a joint exercise took place between the Home Command, Airport Authorities, Israeli Police, and the Ambulance and Firefighting Corps. The exercise is a part of an annual IDF program to better prepare the various search and rescue teams for potential threats and attacks. Another such exercise took place in hospitals in response to a potential attack using unconventional warfare. JOINT EXERCISE RESPONDING TO THREATS

  30. Notable Ceremonies Around the IDF December 16th– A notation distribution ceremony for those who fought in Operation Cast Lead took place in Ashkelon. Of those receiving notations were four officers and four fighters. One of the fighters was enlisted as a reserve soldier. December 29th– In the Hatzerim Air Force Base, officer ranks were distributed to the graduates of a flight course. The graduates were promoted to the rank of Lieutenant after the three year course. December 30th – The 91st Submarine Crew graduation ceremony took place in the Navy Base in Haifa. The graduates were promoted to the Sergeant rank.
