SPAFOA Evolution • Chartered in 2005 as a 501 (c) 6 not for profit DC corporation titled the “Linear Collider Forum of the Americas” (LCFOA) • Reorganized in 2008 to the Superconducting Particle Accelerator Forum of the Americas (SPAFOA) • Renamed in 2012 to the Superconducting Particle Accelerator Forum of America to reflect 100% US industry membership • Current membership totals 26 ~75% small high tech businesses in 13 States • Future advocate for the US participation in the ILC?
SPAFOA Mission “The SPAFOA provides a formal network for its industry members with common business interests to interact with government funded R, D, and siting of large accelerator projects” • Tech Transfer: Enhance US industry’s communications with DOE, labs, and universities to incorporate industry in RD&D as a early partner. Enhance US industrial capability in accelerator technology) • Fair Procurement Policies: Promoting Government procurement policies that level the playing field for US suppliers (US jobs with US dollars) • Accelerator Stewardship: Assist DOE Office of Science Accelerator Stewardship Program activities by providing input on R&D needs and applications. Attend workshops and participate in reports as appropriate. • Congressional Liaison: Communicate issues that foster the growth of industrial capability and jobs with the Congress
Board of Directors • Ed Bonnema- Meyer Tool, Oak Lawn, IL • Tony Favale- Advanced Energy Systems, Medford, NY (Chairman) • Tyler Przybylek- URA, Washington, DC • Todd Treado- Communications and Power Industries, Beverly, MA • John Urbin- Linde BOC Process Plants, Tulsa, OK BOD meets to set meeting location and schedules, review forum budgets and spending priorities, approve new member applications, & discuss issues impacting industrialization. BOD members are elected for a three year term.
SPAFOA Meetings/Briefings 2013 • Conduct three member meetings/year at National Labs and universities: • MSU FRIB- April • Argonne National Lab- June 13 (planned) • SLAC and LBL- Sept/Oct • Annual Capitol Hill briefing- June/July Note: All SPAFOA events are open to the public
Roles • DOE/SC: Continue to push the technical performance envelope (R&D, new science and user facilities) • DOE/Industry: Collaborate to two-way transfer technology and develop cost effective accelerator system configurations • Industry: Develop competitive manufacturing processes, financing options, and new market areas
Accelerator Applications Momentum is building! • Accelerator Stewardship Program held two workshops (Medical and Lasers) • IARC construction, Dec 2013 completion • Japanese ILC Siting proposal
Major Issues • Potential 5-6% reductions in current budget with sequestration • Many existing DOE SC programs planned with budget growth assumptions of 3-4 years ago are not able to maintain schedule • Communications with public and Capitol Hill staffers must be enhanced • Japanese declaration to host ILC • New Energy Department secretary policies? • DOE’s pendulum is slowly swinging toward more applied R&D • DOE Initiated SC 10 Year Facilities Plan (2014-2024) schedule to be published this fall
Recommendations • US industry can be a strong partner. R&D collaborations between labs and industry on accelerator technology should be expanded to better prepare US industry to grow over the next decade. • Laboratories and universities should develop policies to enhance collaboration and access to government funded R&D facilities • DOE should address the Federal Procurement Regulations to support US industry competing for upcoming procurements.
Conclusion “The Nation must continue strong support of superconducting radio frequency (SCRF) particle accelerator R&D to advance scientific discoveries and establish a strong U.S. industrial base to support other governmental and global commercial applications”
