NENA Standards Update Brian Rosen Chair, Long Term Definition WG
The i’s have it • i1 = document older strategies for VoIP into 9-1-1 • i2 = standard way to support VoIP on current E9-1-1 using mechanisms developed for wireless • i3 = bring PSAPs onto a new IP network
Next Generation 9-1-1 • All new network, databases, interfaces, procedures, etc • Having said that, the basic process of how we answer calls doesn’t change • All of public safety on an IP network = Emergency Services IP Network (ESInet) • i3 is the technical component of NG9-1-1 • i3 is based on IETF ecrit standards
And the data that drives it all • Is the Geographic Information System • Created as part of “Phase 2” wireless upgrades • “Map” of service area • Contains political boundaries, streets, addresses, service boundaries • Routing for lat/lon is point in polygon • Routing for civic is (theoretically) geocode + PinP • Layer replication from GIS to ECRF
i3 standards • NENA 08-751 – Requirements • NENA 08-002 – Architecture (Stage 2) • NENA 08-003 (in review) – Detailed interface & functions
Transitions to i3 • Legacy Selective Router Gateway • Uses Tandem to Tandem transfers to allow • ESInet originated call to terminate/transfer to Selective Router terminated PSAP • Selective Router originated call to terminate/transfer to ESInet terminated PSAP • Uses ALI with E2 to interwork location
NENA NG9-1-1 Project Plan • Comprehensive “what has to be done” to move the entire system • Creation/upgrade/maintenance of databases • Regulatory • Realignment of responsibilities • Funding • Education
