NBU in brief New Bulgarian University was established on September 18, 1991 by decision of the Grand National Assembly. On July 5, 2001 NBU received institutional accreditation from the National Agency for Assessment and Accreditation for a maximum 5-year period and in December 2006 received institutional accreditation for a maximum period. In 2004, the NBU is accredited by The Open University in Great Britain. The University in Bulgaria introduces first credit system, the teaching of professional degrees, bachelor's and master's degree, distance and continuing education. Biomedical Sciences Department was established on 27th October 1994 at the Constituent Assembly of the initiators'. In the beginning the department developed courses for a two-semester and short-term intensified training, for post-graduate specializations and qualification. Later it introduced the Bachelor Program "Health Care Strategies and Management" and the Master Program "New Public Health Care", and afterwards the Bachelor Program ”Natural Sciences”. Today, the department introduces Bachelors Degree Program “Applied biology”, 3 Masters Degree Programs “Biomedical informatics” “Regulations and standards in medicine” and “management of healthcare services”, and Doctoral Degree Program “Computer Systems and Technologies in Medicine”.

The health information provokes the following changes PERSONAL metamorphosis They occur in both healthy and sick people to health care services and experts in all medical and paramedical courses • a change in the characteristics of professional experts who are part of the new socially engaged, working in interdisciplinary teams, computer education and professional market behavior • a new social intelligence - interpersonal skills, self-motivating health • a new social learning - practical knowledge about the functioning of the health portfolio, more successful interpersonal world for people with health problems • audibility and personal control of the voices of the healthy and diseased body - personal health management • Patient Network - informed by the necessitous, he becomes a corrective to their doctor looking for quality and expertise of its resident active in the market for health services and activities, taking into account the price and compare with alternative views • personal intelligence manifests as altered social intelligence.
The health information provokes the following changes Healthcare security It is part of national security and commit the state to provide access to professional expertise to obtain health care services: • by non-professional medicine and personal health management is changing social role of the individual who is interested in the ability to initiate its own healthy diet and enjoy the experience of surviving health incidents • by remote medicine - care to concern • by eHealth and iHealth as models of High-tech medicine.
The health information provokes the following changes SOCIALIZATION changes • a change in the nature of social interactions - in the way of connecting with others when they are soulmates or professionally involved with us - ie expected that these contacts are useful and important to us. Health information is socially constructed concept and its use is part of a leading social adaptation • resistance to creeping communication - way to participate in public with less regulatory mechanisms when their disadvantaged (medical disorders) • Health empathy - "tango of emotions" because social contacts act as modulators that maintain emotional and mental balance, and hence physical condition. Our biology is affected and re-pattern the amount of external influences • new health cultural practices - "Medical cyberiada", "open culture." There are substantive changes in the social cultural - the body is a cultural symbol by selecting an electronic text to be recognized and cared reciprocating • social networks are the new place - the internet and formal health and medical systems and networks are seen published site data and information, expertise and professional development, media power with exceptional emotional support with significant healing powers. They create and maintain social associations and generate new forms of social organization • formation of a new social awareness and skills: timing, self-presentation, public influence on the individual, active involvement (interaction) • dynamically create and dying communities health interests, which play a role of social background (background) and thus keep new communal atmosphere • social support is a buffer area with a permanent positive effect on health-variant Life • realized preventive telemedicine option as a model of social specialization.
The health information provokes the following changes 4.SOCIAL MEDICINE AND PUBLIC HEALTH have new roles with information power and the power of knowledge. 5. PREVENTION AND HEALTH PROMOTION are at a quite new level with the participation of virtual media. 6. EVIDENCE BASED MEDICINE (A) Is there a crisis of interaction subjective / objective Medicine (B) alter the quality and efficiency of medical work through group work (C) changes the cost of the examination. 7. MANAGEMENT BASED ON EVIDENCE - where competition between authorities in spring. 8. POLICY BASED ON EVIDENCE as an objective method of management. 9. Informatization of education and new skills through personal training for medical teleconsultation and teleconferencing.

RESULTS By conducting this experiment, the first of its kind in Department "Biomedical Sciences", we can make the following conclusions: a) a new form of preliminary feedback from students who have demonstrated their desire to exploit all available online resources at the expense of attendance hours b) first teaching with video telephones with speaker and 2 remote classrooms with audience - students, faculty and guests c) inquiry and analysis of excellent working students who were pre-necessarily familiar with the online version of lectures, comparing perceptions with actual classroom offering of the same subjects from the same speaker.
