Definition of the problem • 2.000 Belgian institutions for social security need comprehensive and similar information on socially insured persons and their employer • lack of coordination in the area of information management leads to • overloading of the insured persons and their employers • waste of efficiency and time within the social security institutions • higher possibilities of fraud • suboptimal support of the social policy

  34. Fiscal exemption • the treasury refunds the taxpayers • the personal contributions paid by themselves and their family • if these exceed on a yearly basis a certain amount • depending from the taxable income

Special contribution • within the scope of the alternative financing of the social security • the treasury collects per family a progressive special contribution • on the incomes of the employees, civil servants and the beneficiaries of social security allowances • the employers have to withhold a certain percentage of the wages, which is settled later on • for the self-employed the special contribution means an increase of the social security contribution on their professional incomes • in mixed families (general system and self-employed): • system self-employed if < 50% in general system • general system with compensation for the paid increased contributions as an independent if > 50 % in general system

Support for research • some 45 projects conducted by governmental or scientific institutions were supported • by providing anonymous and intersectorial data • applying techniques of datawarehousing • data generated by operational systems in 7 institutions are downloaded on a specific DWH-computer equipped with statistical processing software • DWH-computer automatically produces frequently asked statistics, and is able to respond to ad hoc questions much faster, at significantly lower cost, with less risks and with more flexibility than joint operational systems

Functions of the SIS-card • reliable identification of the socially insured persons • for the social security institutions • for the employers • for other bodies having to communicate data about the owner of the card to social security institutions or to tax services • electronical evidence for providers of medical treatment not connected to the social security network; it replaces the previous system of stickers and provides the proof of ensurability to health care professionals applying the third payer rule • 1st phase : chemistries and hospitals • evolution : every provider of medical treatment applying the third payer rule
