  3. Overall challenges of CAADP No comprehensive mechanism exists • to finance the processes needed to develop and implement CAADP • to cultivate multi-donor cooperation and build capacity for collective action among donors

Specific Challenges of CAADP • Limited proactive action by national governments to turn CAADP into reality; • Slow progress by member states towards attaining agricultural financing commitments; • Limited involvement of non-state actors in the CAADP process; • Limited organizational capacity of RECs to vigorously set in motion country round tables and development of regional compacts; • Weak information flow among African institutions, between African institutions and development partners and among the development partners.

  5. Decision to establish CAADP MDTF • At the October 2007 meeting of the CAADP Partnership Platform (CAADP PP) in Addis Ababa, the AU called for the establishment of a new multi-donor trust fund to be managed by the World Bank • At the November, 2007 meeting of the Africa Partnership Forum in Algiers this call for the establishment of a CAADP Trust Fund (CAADP TF) was reiterated.

The CAADP MDTF is ….. • … a time-bound mechanism to overcome current challenges and weaknesses in the CAADP process. • … a transitional instrument that aims at strengthening institutional capacities of the drivers of the CAADP process and empowering them to become true facilitators of CAADP. • … more flexible, and more systematically reliable and efficient than the various existing mechanisms that have been available to support CAADP efforts.

  7. The CAADP MDTF will NOT ….. • … finance agricultural investment programs at any level. These are expected to be financed under national agricultural development budgets, active involvement of the business sector and producers’ organizations and country level development partners. • … supplant any of the existing arrangements for supporting CAADP processes at all levels.

  8. CAADP MDTF: Objectives • To support African institutions to lead the adoption and utilization across the Continent of the AU/NEPAD’s CAADP • To facilitate enhanced donor coordination in their support to activities under CAADP and to African agriculture more broadly

CAADP MDTF: Expected Results • CAADP Country Roundtable (CR) processes completed in most countries in Africa and the CR outcomes are reflected in national budgets and strategies; • CAADP Regional Roundtable (RR) processes completed in each major region of Africa and the RR outcomes are reflected in budgets and strategies for the RECs; • National agricultural strategies, institutions, and programs are supported by and consistent with the pillar frameworks for each of the 4 pillars of CAADP • Framework papers for each of CAADP’s 4 pillars are adopted by the AU and published; • Support from Development Partners for CAADP is planned and delivered in an harmonized manner, aligned with CAADP, and scaled up.

MDTF Component 1:CAADP Support Platform • Support CAADP processes – particularly the activities with respect to country roundtable processes and regional roundtable processes • Support to activities related to the CAADP Partnership Platform. • Support capacitybuilding of organizations responsible for the development and implementation of CAADP processes • Focus of support: institutional capacity building for CAADP related processes/facilitation, establishing governance mechanisms, strategy development & implementation

MDTF Component 2:CAADP Pillar Frameworks • Support the development and implementation of continental & regional frameworks for each CAADP Pillar • Integration of cross-cutting issues into frameworks • Strengthening the capacity of the institutions charged with each Pillar • Technical assistance to countries and regions toward the development of country strategies in the areas of each pillar • Support to reforms that are needed for the implementation of the respective pillar framework • Capacity building of national and/or regional pillar-specific centers of excellence

MDTF Component 3:Technical Assistance & Management • Technical Assistance • Economic and sector work • Analytical & advisory activities (PER, rural development assessments, agricultural or rural studies) • Management, Administration & Supervision • Support for development of detailed proposals • Appraisal and supervision of individual grants • Fiduciary assessment reviews for individual grants • Advice on the Bank’s policy requirements for TF recipients • Reporting to and consultation with contributing donors, the Steering Committee and the CAADP PP

CAADP MDTF: Operational Issues MDTF follows World Bank Trust Fund Requirements • Monitoring and evaluation • Results framework established for main MDTF • Results framework needed for each Child TF • Procurement • Recipients must produce Procurement plan (updated twice yearly) that follow WB’s Guidelines (AMS 15.00) • Financial management • Recipients should provide interim unaudited financial reports (on a 3 Months basis) and annual audit reports (independent auditors) • Disbursement arrangements • Report based method (projection for 6-9 months) • Environmental issues • Environment Category B • Safeguard Category S2
