Hypotheses • Expect that the greater the number of governance areas that a tribal nation has taken over for their nation the more capabilities and capacities the nation will have to conduct emergency management functions within their nation. • Cultural beliefs will influence the extent to which a tribal nation will carry out emergency management functions. • Standing treaties will influence a tribal nation’s ability to cooperate with state on emergency management issues including the flow of grant monies and disaster relief.
Hypotheses • State laws and governing structures will influence tribal nations’ ability to participate in the emergency management function. • Federal institutional prejudices, laws, governing structures will influence a tribal nation’s ability to fully participate in emergency management functions.
Study Design • An analytical narrative to explore tribal emergency management and the variables that influence a tribal nation’s ability to effectively prepare for and recover from disasters. • Comparing two tribal nations.
Expected Outcomes Continuum of capabilities moving from immature government structures towards mature government structures.
