Released publicly on August 8th. Campuses and Districts were rated based on data from the four performance indices. • Index 1-Student Achievement • Index 2-Student Progress • Index 3- Closing Performance Gaps • Index 4- Postsecondary Readiness Based on these performance indices, ratings of Improvement Required or Met Standardwere assigned to districts and campuses. • State Accountability Interventions

What is Reconstitution? • The implementation of a campus redesign, approved by the commissioner of education, that: • provides a rigorous and relevant academic program; • provides personal attention and guidance; and • promotes high expectations for all students.
Purpose of Reconstitution Addresses comprehensive school-wide improvements including: • curriculum and instruction changes • structural and managerial innovations • sustained professional development • financial commitment • enhanced involvement of parents and the community.
Other Reconstitution considerations • The commissioner may appoint a monitor, conservator, management team, or board of managers to the district.
Multi-Year Unacceptable Performance • 3rd year • Develop, Implement, and Monitor the targeted Improvement Plan • Attend Hearing before the Commissioner of Education
What does this mean? • 3rdyear • Engage in the TAIS • Attend a hearing
Multi-Year Unacceptable Performance • 4th and 5th Year and/or Imminent Concern • Engage in the TAIS • Additional Sanctions or Actions Determined by the Commissioner
Other options available to the commissioner include: • establish a school community partnership team • order the acquisition of professional services • appoint a monitor, conservator, management team, or board of managers to the district
Multi-Year Unacceptable Performance • 6th year • Repurpose, provide Alternative Management, or Closure, per Commissioner Order
Written Petition • Written petition is available for campuses in their 6th year of unacceptable performance that are subject to repurposing, alternative management, or closure. • A written petition is triggered by : • parents • board of trustees, if in disagreement with requested action by parents
Definition of a Parent • The parents of more than 50% of the students enrolled at the campus must provide the handwritten or typed name of the student and the parent, and an original signature of the parent on the petition.
Determination of a valid Written Petition • Only a written petition determined to be valid in accordance with legal statute and TEA procedures may be submitted to the commissioner.
Written Petition Timeline • A written petition must be finalized and submitted to the district superintendent no later than October 15 of the year following issuance of the rating.
REPURPOSING • If a valid parent petition or board of trustees submission requests that the commissioner order campus repurposing, the district must submit a comprehensive plan, no later than January 30.
Commissioner Order • The commissioner will order a sanction no later than February 15. • The sanction shall be implemented for the subsequent school yearregardless of the state academic accountability rating assigned to the campus in that school year.
