Transformation Tenets We will follow the tenets identified by Dr. Roland Fryer, EdLabs at Harvard University: • Human Capital– effective teachers and principals • More instructional time • Use of data to drive instruction • High-dosage tutoring • Culture of high expectations for all

Human Capital - Principals • New principal in all 9 low-performing high schools and middle schools for 2010-2011 • Decisions regarding 11 elementary school principals to be made early during 2011 • National recruitment and rigorous selection process • Performance bonuses to attract top talent
Human Capital - Teachers • Review of staffing needs at 4 high schools and 5 middle schools underway • Additional commitment of 50 Teach For America teachers to be placed in low-performing schools • Transfer of 40 highly-effective HISD teachers to low-performing schools with transfer bonuses for 2 years through partnership with the Bill & Melinda Gates Foundation • Additional capacity determined for 11 elementary schools early in 2011.
More Instructional Time • Extended School Calendar • 4 high schools and 5 middle schools will begin on August 9, 2010 for teachers and August 16, 2010 for students, providing for additional 5 days of instruction (total 185 instructional days) • All 20 schools will have 190 day instructional calendars for the 2011-2012 school year • Longer School Day • 7:30 a.m. – 4:30 p.m. Monday through Thursday • 7:30 a.m. – 3:30 p.m. Friday • This schedule will begin during the 2010-2011 school year for the 4 high schools and 5 middle schools and continue with all 20 schools during the 2011-2012 school year.
Use of Data to Drive Instruction • Building a robust data architecture, warehouse and infrastructure beginning 2010-2011 • Developing a standards-based curriculum and assessment system beginning 2010-2011 that will be used in 2011-2012 • Continuing to evolve our performance management systems funded, in part, by the Michael and Susan Dell Foundation to include new principal and teacher appraisal systems
High-Dosage Tutoring and Instruction • 2010-2011 • In-school math tutoring for all 6th and 9th graders. • 7th, 8th, 10th, 11th, and 12th grade students who are below grade level have a double-dose of math or reading/ELA based on the subject in which they are furthest behind. • Structured Saturday tutoring for all 6th and 9th grade students behind on grade in math from 9:00 a.m. – 12:00 p.m. with breakfast and lunch. Students paid $30 to engage and complete Saturday tutoring sessions.
High-Dosage Tutoring and Instruction • 2011-2012 • In-school tutoring • Math or reading for all 6th and 9th graders • Reading for 2nd grade – first semester and 1st grade – second semester students • Double-dose of instruction • 7th, 8th, 10th, 11th, and 12th grade students who are below grade level in math or reading/ELA based on the subject in which they are furthest behind • Extended reading time for all elementary students with specialists • Structured Saturday tutoring • All 6th and 9th grade students behind on grade in reading and math from 9:00 a.m. – 12:00 p.m. with breakfast and lunch. Students paid $30 to engage and complete Saturday tutoring sessions. Saturday supports for elementary students TBD.
Culture of High Expectations for All • 100% graduation rate • 100% students performing on or above grade level • 95% attendance rate for students and staff • Professional attire for staff (e.g. ties for men and business casual for women) • School-Parent contract

Funding and Supports Funding • High Schools -- $9.5M per year for 5 years • Middle Schools -- $7.7M per year for 5 years • Elementary Schools (beginning 2011-2012) -- $11.3M per year for 5 years • Reconstitution costs for staffing is being evaluated at this time Supports • Research partnership with Dr. Roland Fryer, EdLabs at Harvard University
