The 4 P’s • Policy and Cooperation • Prevention • Prosecution (Legal Frameworks, Law Enforcement and Justice ) • Protection, Recovery and Reintegration From COMMIT Regional Training Manual 0607
Policy and Cooperation • Addresses the overall framework of the response to trafficking • Includes issues and interventions which cut across the other 3 P’s. • Examples: • National Plans • Bilateral/regional MOUs • Coordination Mechanisms From COMMIT Regional Training Manual 0607
Prevention • Concerned with preventing trafficking from happening. At present, largely through: • Reducing vulnerability of potential victims to unsafe migration • Reduce migration • Make it safer From COMMIT Regional Training Manual 0607
Prevention - • Awareness raising campaigns • Community Mobilisation • Vulnerability Reduction through jobs and education • Safe migration • Protection of labour standards • Measures to address demand From COMMIT Regional Training Manual 0607
Prosecution • Concerned with: • Apprehending and punishing traffickers; AND • Securing justice for victims; • Concerns all aspects of criminal justice response from investigation to punishment and compensation; From COMMIT Regional Training Manual 0607
Prosecution - Examples • New anti-trafficking law; • Enforcement of related laws such as assault • Guidelines for identification and treatment of victims • Training of Police in identifying victims • Training of Judiciary • Agreements between country to share information of trafficking cases From COMMIT Regional Training Manual 0607
Protection, Recovery and Reintegration • Concerned with all aspects of victim care from identification and rescue through to reintegration • Must be seen as part of same process • Examples: • Guidelines for rescuing victims • Safe repatriation • Vocational training and job placement for victims From COMMIT Regional Training Manual 0607
