Rail Intermodal Facilities at West Coast Ports POLA/POLB Transportation Study (6/2001)
Intermodal Innovation • Allowed for wheel to wheel delivery at destination • Offered expedited service – TOFC had priority
Intermodal Efficiency Steamship Line ISO Containers • Provided more efficiency than TOFC • Expedited vessel to train hand off • Was improvement over, TOFC and other modes • Created challenges for Domestic Intermodal

1997 – Contact with Retailers • Nearly all said: • Concerned about long-term port labor issues, highway congestion & driver shortages in the LA area • So. Ca. market too large to walk away from • Would begin to be diverted away from Los Angeles & Long Beach
Transloading • Approximately one fourth of import containers through the Ports of LA and LB were likely transloaded and moved east by rail. • Intact ISO moves accounted for 42% to 49% • Remainder represents highway moves from ports and transloading facilities to final destinations Source TTX 2003 Trade Flow Study

Changes in Distribution Patterns • Concerns about the long-term stability of the Los Angeles Area Transportation infrastructure coupled with population shifts caused importers to overhaul their supply chain systems • They began to focus on the development of large import warehouses and distribution centers along the U.S. East Coast and later Texas

Diversion of Transloading in LA to Inland Facilities • Still utilizing the Pts LA/LB, importers avoid congestion problems and associated costs by moving intact to inland facilities for transloading and other distribution services • For 2005, IPI moves in TEUs increased 6.5% compared to a .9% decrease in transloaded TEU’s moved east by rail • Transloading is at its lowest level since TTX began estimating this activity in 2000
