Objectives-oriented project planning (ZOPP) forms the basis for project management and is generally used in various planning steps for the purpose of project preparation and project implementation. The major document which emerges from this process is an increasingly detailed project planning matrix (PPM). A planning method which establishes at an early stage, in cooperation with the project participants, how the project is to be realized and what impacts it is intended to achieve promotes acceptance of the project; it is also an essential prerequisite for ensuring that development processes achieve their objectives and are at the same time economically efficient and sustainable.
Why is ZOPP necessary? • In order to formulate the basis for a project, i.e. to arrive at clear-cut definitions and a common understanding of the problems which the project is intended to eliminate. • In order to provide a clear and realistic definition of the means for achieving the desired end and thus create a working basis which is binding for all involved; • In order to create a basis for project monitoring and evaluation, and • In order to improve communication and cooperation between the project partners through joint planning and documentation of all planning steps.
What are the important features of the ZOPP method? • Teamwork: The planning is elaborated by all project participants working together. • Visualisation: Each planning step is documented so that it is clearly visible to all participants. • Moderation: The joint planning work is moderated by persons unassociated with the project.
The Project Planning Matrix • The project’s objectives are derived from the review of alternatives. Working together, the planning participants establish what means are to be used to achieve the end and how this can be checked later on. Objectively Verifiable Indicators (OVI’s) • Objectively verifiable indicators define the performance standard to be reached in order to achieve the objective. • They specify what evidence will tell you if an overall goal, project purpose or result/output is reached. in terms of • quantity how much? • quality how well? • time by when? • location/area where? • They focus on important characteristics of an objective to be achieved. • They provide a basis for monitoring and evaluation.
