Executive Interiors Rulemaking Group • EIR (MDM066 RMT0264) • Started in January 2012 • Objective - Develop executive interior design specifications that amend CS-25 and associated AMC/GM • Eliminate need for repetitive CRIs, special conditions, deviations for executive interiors and create consistency • Participation • EASA, ASD, Lufthansa Technik, Jet Aviation, Embraer, GAMA, Airbus, Dassault, FAA, Austrocontrol • 2nd level participation from CMS group with website access • Industry led working group
Scheduled Meetings • Previous Meetings • EIR had 13 meetings to date with most recent meeting (9-10 to 9-13) • CMS held 4 online meetings plus one face to face meeting • CMS has access to EIR website to review ongoing progress • Upcoming Meetings • Nov 12 – 14 then Dec 10-12
Rule Proposal Timeline • EASA NPA • Finalization of groups proposal by end of 2013 • Publication of NPA 2nd quarter 2014 • Final Rule projected 4th quarter 2014 • CS-25 Revision and EIR Appendix • FAA SFAR 109 • Revision process expected to be initiated in 2014 • Address Private Use Limitation • Increase Current limit of 60 Pax

EIR-014 Heat ReleasePackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Under Discussion • Applicability – 2B • Issue Statement – CS 25.853 states interior components with PAX >20 must meet HRSD • Discussion/Proposal – To expand into Package 2B • No technical reason to exclude low density, commercially operated AC because they have same advantage of reduced evacuation times • EASA does not recognize 30 seconds as equivalent at this time nor was a specific time offered that was recognized as equivalent
EIR-015 Symbolic Placards Spec.Package 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Concept Approved, final document to be accepted by regulators and approved at next EIR meeting • Applicability – Package 3 • Issue Statement – Existing publications referencing “acceptable” symbolic message options are limited • Proposal – EASA/FAA should reference industry standards to expand available options • GAMA drafted symbolic message specification to be referenced in EASA AMC and accepted by FAA.
EIR-017 Isolated CompartmentPackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Under Discussion • Applicability – Package 3 • Issue Statement – CS-25 does not address fire protection in Pax or crew comp. not permanently occupied during flight • AC may be configured with compartments which are isolated physically from main pax cabin (doors, partitions, etc..) • Proposal – Amend CS 25 and add/change AMC • Define what is isolated and what is not • Establish requirements for isolated • Smoke detection, access requirements, automatic illumination,
EIR-022 Cert. Benefit from Safety CardPackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Discussion Underway – no official objection from regulators • Applicability – 1 • Issue Statement – Unique configurations of executive AC create numerous instructional messages and can be overwhelming and an undesired requirement by customer • Proposal – utilize briefing card to reduce number of placards • Instructions and understanding of cabin configuration can be given regardless of seating placement (pax often relocate)
EIR-025 Emergency LightingPackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Pending Approval (minor edits and clarification) • Applicability – Package 3 • Issue Statement – CS-25 written for larger commercial airlines (Floor Prox & Transverse Separation) • Emergency Lighting Requirements do not consider executive AC regarding isolated comps. where no specific escape path exists to main aisle • Does not consider compensating advantages of shorter fuselage • Proposal – Draft new/revised CS 25.812 language • Establish requirements and AMC for markings and visual features to the main cabin aisle • Increase number of allowable inop lights in shorter fuselage lengths
EIR-030 Seats in ExcessPackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Under Discussion • Applicability – Package 3 • Issue Statement – Extra seats may be installed in the pax cabin or other compartments that are not occupied during TTOL. • Proposal – Adopt criteria that permits excess seats • Statement in Limitations section of AFM • Placard adjacent to each door • Clear markings on extra places
EIR-043 Distribution of ExitsPackage 1 = Private Use, Package 2A = <20 Public Use, Package 2B = Low Density (1/3) Public Use, Package 3 = All others (Air carriers) • Status – Under Discussion • Applicability – Package 3 • Issue Statement – There is no limit in seat to exit distance in airplanes with only a single exit pair or seats in dead end zones • Proposal – Draft new requirement (?) and AMC • No occupant seat approved for use during TTOL can be located more than 30 feet from the nearest emergency exit on same side and 45 feet from the nearest exit on the opposite side of the cabin on same deck. • Pilots seats are measured from front edge of seat in aft most position
