  2. Validity • Validity is the most fundamental consideration in developing and evaluating tests (Standards for Educational and Psychological Testing, 1999). Validity refers to the degree to which theory and cumulative evidence support intended uses of test scores.

  3. Equating • If you want to measure changes, don’t change the measure. • Equating is one of the important issues in assessments. • Equating is a psychometric/statistical procedure to adjust difficulty across test forms, not the test.
