  2. HPBAP “Scoping Meetings” SEMPRA/So Cal Gas - Lance DeLaura, Manager Market Strategy/Codes & Standards • CEC still in concept phase, but committed • No concrete info on monitoring or enforcement • Gas company has no position on Netzero • Recent CEC staff changes significant

HPBAP “Scoping Meetings”CEC Staff • Biomass – not an alternative source, “…it’s just electricity, we don’t care how it is generated.” (No concept of on-site thermal biomass) • Netzero focus could shift, GHG, out-of-state jobs, not always TDV energy • Recommend we engage CARB (California Air Resources Board) on biomass
